Dong Nai City steps up measures to fulfill 2026 socio-economic development targets

Continuing the agenda of the 3rd session of the 1st Dong Nai City People's Council for 2026–2031 on July 9, Deputy Secretary of the City Party Committee and Chairman of the Dong Nai City People's Committee Nguyen Van Ut clarified several issues raised by People's Council deputies following the discussion and question-and-answer session.

Regarding the disbursement of public investment capital, Nguyen Van Ut said the city's disbursement rate reached approximately 41% during the first six months of the year, exceeding the national average. However, disparities remain among implementing units, with city-level project investors recording a disbursement rate of more than 51%, while the rate was just over 21% among commune- and ward-level authorities.

Chairman of the City People's Committee noted that as 2026 is the first year of implementing the decentralization of public investment to the commune- and ward-level authorities under the new local government model, many localities face difficulties in implementation due to unfamiliarity with the new system, which has prolonged the implementation of investment procedures.

To accelerate disbursement in the remaining months of the year, the City People's Committee will review and assess the disbursement capacity of each commune and ward and reallocate capital from slow-disbursing units to key projects and those with strong disbursement potential. At the same time, localities have been instructed to concentrate resources on specific key projects to avoid fragmented investment. Specialized departments and agencies have also been assigned to directly guide and support commune-level authorities in completing dossiers and carrying out investment and bidding procedures, thereby minimizing repeated revisions and additions that could delay disbursement.

In terms of budget revenue, Nguyen Van Ut said the city is determined to achieve its 2026 budget revenue target of VND150 trillion. Accordingly, the City People's Committee has directed departments and agencies to urgently advise on land valuation and complete procedures for organizing land use rights auctions to generate revenue for infrastructure reinvestment. They were also tasked with developing quarterly revenue scenarios, with the aim of achieving positive improvements in land-related revenue during the third and fourth quarters once the relevant procedures are completed.

On key projects, the City People's Committee continues to prioritize compensation, site clearance, and the implementation of major transport projects. Site clearance is being carried out in parallel with construction while directly resolving difficulties and bottlenecks arising during implementation.

Regarding digital transformation, Nguyen Van Ut acknowledged that progress remains slow, particularly in data connectivity and information technology infrastructure. In the coming period, the city will prioritize investment in upgrading information technology infrastructure, completing the Intelligent Operations Center (IOC), synchronizing data across sectors and localities, and promoting the development of the digital government, digital economy, and digital society.

With respect to planning, Nguyen Van Ut said that following the city's proposal to the Politburo and the Government regarding the orientation of the overall master plan, municipal authorities are now expediting the preparation of the master plan with the goal of completing it in 2026. Once approved, the master plan will serve as the unified basis for the city's management and development.

During the preparation of the master plan, the city will continue to implement previously approved zoning plans to facilitate investment attraction and will integrate them into the master plan upon its completion. He emphasized that the city's position is to ensure that neither the master planning process nor incomplete plans hinder investment attraction or the objective of maintaining growth momentum.

The Chairman of the City People's Committee said that during the remaining six months of the year, the city will continue efforts to maintain growth, fulfill its budget revenue targets, and accelerate the disbursement of public investment capital. It will also develop a thematic resolution on promoting the cultural values of the Dong Nai people and plan entertainment and resort areas in line with development orientations after Long Thanh International Airport becomes operational.

Regarding administrative reform and investment environment, Nguyen Van Ut emphasized that the city will continue improving the investment and business environment by promptly and transparently handling administrative procedures related to land and investment and creating favorable conditions for businesses and investors in accordance with the law. The city is also focusing on attracting financially capable investors in transport infrastructure and tourism to capitalize on the region's key projects.

On healthcare and socio-cultural sectors, the City People's Committee will continue completing electronic health records for citizens. Following the session, it will also implement plans to build a civilized urban lifestyle and preserve and promote traditional cultural values linked to tourism development. Nguyen Van Ut emphasized that socio-economic development must go hand in hand with environmental protection, social welfare assurance, and the preservation of Dong Nai's traditional values.

The Chairman affirmed that all opinions raised by the Dong Nai City People's Council deputies would be taken into account, and that the city would focus on directing the implementation of tasks and solutions during the remaining six months of the year, striving to achieve its set goals and targets on socio-economic development.
