Xuan Que – Song Nhan IP expected to become new growth engine

Phase 1 of the Xuan Que – Song Nhan Industrial Park (IP) infrastructure development and business project was officially launched in late 2025 in Xuan Que commune. Covering an area of around 1,000 hectares and totaling 10 trillion VND in investment, the project is developed by KN Holdings Corporation Joint Stock Company. It is also expected to become a new growth engine, opening up new space for modern industrial development in Dong Nai province.

Located at the intersection of the Dau Giay – Phan Thiet Expressway and Provincial Road 770B, with direct connectivity to Long Thanh International Airport via Route 769E and Ring Road 4, the IP holds a rare strategic position in the region. The project prioritizes attracting high-value-added industries, including next-generation supporting industries, precision engineering and electronics, electric vehicle and battery manufacturing, pharmaceuticals, medical equipment, logistics, and sectors associated with digital transformation.

Social welfare challenge

In Xuan Que commune, where the project is being implemented, land clearance is underway urgently. The locality has completed 100% of land acquisition notices and asset inventory so far. Authorities are currently verifying land use origins and preparing compensation and support plans for each affected household.

Nguyen Van Son’s family, living in Song Nhan hamlet, is among those impacted by the project. More than one hectare of fruit-growing land, which is the family’s main source of income, along with their single-story house, falls within the clearance area. Each year, the orchard generates around 150 million VND. At an advanced age, Son and his wife face considerable obstacles in shifting to new livelihoods. He now hopes that the procedures will be completed soon so he can receive compensation, relocate, purchase new farmland, and gradually stabilize his life.

The Investment, Construction, and Infrastructure Development Project for Xuan Que – Song Nhan IP (Phase 1) involves the recovery of 321 land plots. Of the total, more than 960 hectares are owned by Dong Nai Rubber Corporation. Meanwhile, the remainder is divided among 62 households and individuals, as well as public land, transport land, and rivers and streams. Most of the acquired land area belongs to households in Song Nhan and Ong Que hamlets. Residents want compensation set close to market rates so they can find new places to live and stabilize their lives.

Since the project’s launch, Nguyen Xuan Nguyen, Secretary of the Party Cell and Head of Song Nhan hamlet, has actively “gone door-to-door” to inform and mobilize residents to support the project. As a result, the majority of residents have supported the policy. However, they also emphasized the need to ensure environmental protection during implementation, avoiding negative impacts on daily life and production. In addition, residents have called for appropriate social welfare policies from authorities, particularly measures to create stable employment for older workers, helping them transition their livelihoods with greater confidence.

Expectations for development

Xuan Que commune is making concerted efforts to accelerate administrative procedures to safeguard the legitimate rights of affected households. In the immediate term, to meet the project timeline, the local People’s Committee is focusing on completing land origin verification, developing land pricing plans, and reviewing and arranging resettlement for eligible households.

The Xuan Que – Song Nhan IP is expected to open a new phase in Dong Nai’s industrial development. The project is projected to create jobs for approximately 90,000 local workers, contributing to the realization of the goals set out in the Resolution of the 1st Congress of the Xuan Que Commune Party Committee (2025–2030) on industrial growth, infrastructure development, and improving living standards.

For the project to be truly sustainable, alongside construction progress, ensuring livelihoods and stabilizing the lives of affected residents remains a critical factor. Consensus among authorities, investors, and the community will serve as a key foundation for the project to become not only an economic driver but also a harmonious transformation for the locality.

At the same time, the development of a synchronized transport system is expected to create a connectivity corridor linking IPs, urban areas, and agricultural production regions, facilitating faster goods circulation and improved access to both domestic and international markets. Beyond job creation, the project is also expected to promote the restructuring of the local economy toward a more modern, sustainable model.

Local authorities have intensified communication and outreach efforts to build public consensus, publicize planning and compensation policies, and organize direct dialogues to listen to and promptly address residents' concerns and aspirations. For land owned by households and individuals, authorities are currently verifying land origins and determining specific land prices as a basis for drawing up compensation plans.
