The prospect of Dong Nai becoming a centrally governed city has drawn widespread public attention in recent days, including from the business community, particularly foreign direct investment (FDI) enterprises.

According to businesses, the transition is expected to elevate Dong Nai’s status while opening up more supportive mechanisms for FDI enterprises.
Enterprises continue to expand
Dong Nai currently hosts more than 2,200 FDI enterprises from 51 countries and territories. Notably, many companies and corporations have been present in the province since the early days of its investment opening and have steadily expanded their operations.
Lin Hung Po, General Director of Vnines Innovation JSC at Giang Dien IP in Trang Bom commune, said the company has completed its key investment phase in Dong Nai with total capital reaching 12.5 million USD. With modern facilities and a smart factory model, Vnines has minimized manual labor while focusing on high-quality human resources to operate complex systems.
He noted that consistent support from Dong Nai authorities has been a crucial factor enabling the company to confidently maintain and expand its operations, while also advancing high-tech solutions.
In pursuit of double-digit growth, Dong Nai is accelerating administrative reforms, shortening processing times, and addressing bottlenecks in delayed projects. In addition, the province continues to attract investment, prioritizing infrastructure, logistics, and high-tech industries. Efforts are also underway to shift the growth model toward higher labor productivity, green development, and digital transformation.
Representing an FDI enterprise that has operated in Dong Nai since the early opening period, Wu Ming Ying, General Director of Sheng Bang Metal Co., Ltd. at Song May IP in Binh Minh commune, said that after 30 years of investment and business operations, the company has consistently received support from local authorities. This favorable condition has enabled stable growth and long-term commitment to the province.
“As a manufacturer of medical equipment primarily exported to Japan, Sheng Bang has accumulated a total investment of around 15 million USD. With effective support policies in place, we are committed to maintaining long-term operations in Dong Nai,” he said.
Accelerating administrative modernization
Dong Nai is positioning itself to become Vietnam’s seventh centrally governed city, backed by notable achievements in economic growth, infrastructure development, and cultural and historical values of the Southern region.

For FDI enterprises, Dong Nai has increasingly emerged as a strong investment destination thanks to its strategic location and progressively upgraded infrastructure. However, to truly become an ideal hub for investors, several businesses suggest that the province should promptly address difficulties arising from policy adjustments and administrative boundary changes.
Omkar Kishanrao Patil, General Director of Terumo BCT Vietnam Co., Ltd., at Long Duc IP in Binh An commune, said the plan to make Dong Nai a centrally governed city has attracted significant public interest. With this transition, the province is expected to gain further development advantages, allowing residents to benefit from improved conditions.
He pointed out, however, that administrative procedures remain complex, involving multiple documents and processes. Therefore, stronger efforts are needed to modernize administrative systems.
At the same time, changes in administrative naming have created challenges for enterprises, particularly those engaged in export. As Terumo BCT Vietnam exports medical equipment to more than 100 countries, all products must comply with strict regulations, especially regarding origin labeling.
In 2025, following administrative mergers and changes in commune- and district-level boundaries, enterprises were required to promptly update production addresses, as all products must clearly state their place of manufacture. To date, some countries have yet to complete updates to the new addresses due to stringent regulatory requirements.
Given these challenges, Omkar Kishanrao Patil suggested that ministries, sectors, and local authorities should ensure consistency in administrative procedures, enabling businesses to work more efficiently with relevant agencies. He also emphasized the need for unified guidance to facilitate updates to new administrative names.
In addition, greater attention should be paid to improving infrastructure around industrial parks, including upgrading access roads and major transport routes across the province.
According to him, well-developed transport infrastructure will help ensure safer and more efficient movement for both businesses and workers, while also enhancing logistics capacity. In turn, improved infrastructure will further strengthen Dong Nai’s attractiveness to potential investors.
