On the afternoon of April 20, Vo Tan Duc, Deputy Secretary of the Dong Nai provincial Party Committee (PPC), and Ho Van Ha, Member of the PPC and Vice Chairman of the provincial People’s Committee, co-chaired a working session with relevant agencies to review the progress of six key transport projects in the province.

The projects include Road 25B, Road 25C, Ho Chi Minh City’s Ring Road 3 and Ring Road 4, the expansion of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, and the Ben Luc – Long Thanh Expressway.
The provincial People’s Committee reported that deadlines have been set for completing land clearance and organizing construction to facilitate technical traffic opening. However, actual implementation remains behind schedule.

Specifically, the project on upgrading Road 25B (section from Nhon Trach district center to National Highway 51) has achieved over 82% of land clearance, falling short of requirements due to delays in land origin verification and approval of compensation plans. Construction progress has reached approximately 50% of the contract value.
Similarly, the Road 25C project (section from National Highway 51 to Provincial Road 19, Phase 1) has completed about 95% of land clearance, yet construction has only reached 22% of the contract value, mainly due to delays in relocating technical infrastructure such as electricity, water, and telecommunications systems.
The Ho Chi Minh City’s Ring Road 3 project section running through Dong Nai has completed 100% of land handover and achieved roughly 70% of construction value, although some packages remain behind schedule.

For the remaining projects, land inventory for the Ho Chi Minh City’s Ring Road 4 section traversing Dong Nai has reached over 67%, with completion expected by May 2026. The expansion project of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway has seen nearly 96% of affected households agreeing to hand over land in advance. Meanwhile, the Ben Luc – Long Thanh Expressway section through Dong Nai has completed 100% of compensation payments and land handover.
At the session, representatives from departments, agencies, investors, and communes’ People’s Committees reported a range of difficulties, including issues related to land origin verification, support for cases not eligible for resettlement, delays in compensation payments, and the application of adjustment coefficients (K) in compensation plans.
According to Ho Van Ha, Vice Chairman of the Provincial People’s Committee, while localities have recently made notable efforts and achieved positive progress in land clearance, results still fall short of required timelines. Under mounting time pressure, all relevant units must activate a “sprint mode,” acting with urgency, determination, and the highest level of responsibility.
He called on investors, local authorities, and relevant agencies to mobilize maximum resources, strengthen coordination, and promptly resolve emerging bottlenecks, ensuring that no delays or unresolved issues hinder the overall progress of these key projects.

Concluding the session, Vo Tan Duc, Deputy Secretary of the PPC, emphasized that Dong Nai is receiving strong support from Party and Government leaders, as well as ministries and central agencies. This represents both an opportunity and a significant responsibility, requiring the entire political system to intensify efforts and act more decisively to meet the trust and expectations of the Central Government and the people.
Regarding compensation and land clearance, particularly for Road 25B and Road 25C, which connect to Long Thanh International Airport, he instructed relevant localities to mobilize all available resources and implement synchronized solutions to ensure full completion before April 25. The clear guiding principle is to ensure no delays and to prevent new bottlenecks from emerging.
For other key transport projects, stronger efforts are also required to accelerate land clearance and construction. As for the Ho Chi Minh City’s Ring Road 4 project, at least 70% of land clearance must be completed to meet the conditions for launching construction in June 2026, as planned.
According to Vo Tan Duc, Deputy Secretary of the PPC, the synchronized completion of these major transport infrastructure projects will enhance inter-regional connectivity, open up new development space, and create strong momentum for the future Dong Nai city. Therefore, all levels, sectors, and localities must regard this as a top priority to ensure effective direction and implementation.
