The Dong Nai Provincial People’s Committee has submitted a proposal to the Prime Minister for issuing a decision on the urgent construction of an extension of the Ben Thanh–Suoi Tien metro line to the provincial administrative center and Long Thanh International Airport.

According to the Provincial People's Committee's proposal, Long Thanh Airport is a major national project with a key role in the socio-economic development of the Southeast region and the entire nation. When phase 1 is operational, the need for large-volume passenger transport and transport connectivity will increase sharply.
Currently, the primarily road-based transport connectivity system between Ho Chi Minh City and Dong Nai is under significant pressure and faces a high risk of severe congestion, and does not satisfy the needs for large-scale passenger transport to and from Long Thanh Airport.
Investing in a metro line that runs directly from Ho Chi Minh City to the provincial administrative center and Long Thanh Airport is a fundamental solution to ensure high-capacity passenger transport and ease pressure on the road network. It will also enhance interregional connectivity, improve the operational efficiency of Long Thanh Airport, and create momentum for urban and service development oriented towards public transport.
According to Point b, Clause 1, Article 130 of the 2020 Construction Law, the extension of the Ben Thanh-Suoi Tien metro line to the provincial administrative center and Long Thanh Airport falls under the category of urgent implementation. As a result, applying the emergency construction mechanism is required with sufficient legal and practical grounds.
Consequently, the Dong Nai Provincial People's Committee has submitted a proposal to the Prime Minister, seeking the issuance of a decision on the urgent construction of an extension of the Ben Thanh–Suoi Tien metro line to the provincial administrative center and Long Thanh International Airport.
Under its proposal, the Provincial People's Committee also outlines a number of special mechanisms for the project, including the application of investor selection in special cases and the use of direct contracting to select qualified contractors capable of conducting surveys, design, verification, construction, supervision, acceptance, and handover of the project for operation. The project owner, investors, and contractors will be fully accountable for quality, safety, and management of construction investment costs. They will also be responsible for deciding on the order and procedures for surveys, design, construction, and investor selection; using a concurrent design-build approach; and inviting organisations, experts, and consultants to provide legal support for the project.
Ho Chi Minh City and Dong Nai will be the sites of the project to extend the Ben Thanh-Suoi Tien metro line to the provincial administrative center and Long Thanh Airport. The project will start from the existing Ben Thanh-Suoi Tien metro line and end at Long Thanh Airport. The project will be implemented during the 2026-2030 period under a public-private partnership (PPP) mode.
