In recent times, the Department of Science and Technology of Dong Nai province has coordinated with other departments, agencies and related units to deploy the connection and integration of information systems and specialized data sources into the Intelligent Operations Center (IOC) system of Dong Nai province.

Integrating sectoral databases
The IOC of Dong Nai province has been gradually implemented and put into operation, initially forming a platform for integrating, exploiting and visualizing data to serve monitoring, supervising and supporting the direction and administration of provincial leaders.
By mid-March 2026, based on the integrated data, the provincial IOC is accelerating the completion of dashboards to monitor the receipt and processing of administrative procedure dossiers; at the same time analyzing and warning indicators such as the rate of overdue dossiers, processing progress by each unit and sector, thereby supporting provincial leaders in monitoring, direction and administration.
According to the Department of Science and Technology, education sector data at the provincial IOC is currently connected and exploited through APIs (Application Programming Interfaces) from the education database managed and operated by the Department of Education and Training. Up to now, the system has provided some basic information such as school distribution, number of students and classes across the Dong Nai province. In order to better serve analysis, monitoring and administration support, the Department of Science and Technology has coordinated with the Department of Education and Training to propose adding and sharing more important data sources such as number of teachers, high school graduation exam results, grade 10 entrance exam results and other related data.
For the health sector, data is currently exploited directly via API from the Health Data Portal system. At present, relevant units are continuing to adjust and complete the Health Data Portal system; at the same time coordinating with medical facilities across the province to integrate, standardize and enrich data sources for exploitation in accordance with regulations.
Also according to the Department of Science and Technology, the connection, synchronization and exploitation of data from the Document Management and Administration System (DNIS) to the provincial IOC is being carried out stably, ensuring timely provision of information for monitoring, supervision and administration support. Data from the DNIS system is an important source for tracking the work processing progress of state administrative agencies.
Deputy Director of the Department of Science and Technology Nguyen Minh Quang suggested that departments and agencies in the province need to review, standardize and gradually form sectoral data sources capable of connection, sharing and automatic updating, ensuring data is correct, sufficient, clean and live when integrated into the provincial IOC, serving monitoring, supervision, analysis, warning and supporting the provincial direction and administration. The provincial IOC will coordinate with relevant departments and agencies to gradually build and integrate sectoral data into the digital operation map platform, prioritizing areas such as land, environment, education, health, urban infrastructure… to visualize data and support spatial analysis on the IOC system.
Currently, the provincial IOC has connected and exploited information from the website monitoring Resolution No. 57-NQ/TW of the system tracking and supervising the implementation of the resolution, in order to serve the monitoring and synthesis of the implementation situation in the province on the IOC system.
Early connection and exploitation of data to support administration
In mid-March 2026, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee Le Truong Son conducted a field inspection and worked with related departments, agencies and units on the implementation of the provincial IOC operation.
At this working session, Deputy Director of the Department of Agriculture and Environment Dang Minh Duc shared that the department has proactively coordinated with the Department of Science and Technology to connect data related to the agriculture and environment sector to the IOC system. In particular, the geographic information system (GIS) will be completed to serve integration, display and analysis of data on the provincial IOC platform, as well as building the Dong Nai Atlas project to meet management and administration requirements, and implement Plan No. 116/KH-UBND of the provincial People’s Committee on building and deploying indicator sets and scenarios for provincial direction and administration in the digital environment.
Deputy Director of the Department of Construction Nao Thien Anh Minh said that the department is accelerating the collection, integration and updating of data on transport, infrastructure, planning, driver training, vehicle registration and inspection, bus map systems… to soon connect synchronously to the provincial IOC system. At the same time, the department will develop software and integrate information on key projects in the province to connect with the provincial IOC.
Besides the platforms and databases being accelerated for integration and updating into the system, during implementation there are still some difficulties and obstacles that need to be reviewed, assessed and addressed in a timely manner. This is to ensure that the IOC truly promotes its role as a data platform and digital operations center of the province, effectively serving the direction and administration of provincial leaders in the current digital transformation period.
At the above working session, Vice Chairman of the Provincial People’s Committee Le Truong Son requested that relevant departments and agencies accelerate the integration and updating of sectoral databases into the system. The Department of Science and Technology shall coordinate with other departments and agencies to ensure the progress of specific tasks so that the connection, integration and exploitation of data to serve the tasks of monitoring, analyzing and supporting direction and administration on the provincial IOC are implemented synchronously and effectively; striving to complete and officially put the provincial IOC into operation by the end of April 2026.
