On June 8, the Dong Nai Department of Education and Training (DoET) held a conference to launch its action plan and sign a pledge of participation in the special 500-day-and-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” launched by the Dong Nai City Party Committee.

At the conference, Truong Thi Kim Hue, Director of the DoET, outlined the objectives and requirements of the campaign in connection with the sector’s key tasks. Accordingly, the education sector aims to increase the percentage of public preschools and general schools meeting national standards to at least 80% by 2030, in line with the Resolution of the first Dong Nai City Party Congress for the 2025–2030 term. At the same time, the sector will continue accelerating and completing school construction projects in border communes. In addition, the education sector has set a target of increasing the proportion of trained workers holding diplomas or professional certificates to 40%, while prioritizing policies aimed at developing a high-quality workforce to support the city’s socio-economic development.
Another key focus of the emulation campaign is the streamlining of administrative procedures in the education sector. Authorities aim to shorten processing times and prevent delays in handling administrative procedures that may inconvenience residents and businesses.
Hue also stressed that a central task of the campaign is strengthening discipline and accountability through the principle of “six clarities”: clear assignment of personnel, clear tasks, clear timelines, clear responsibilities, clear authority and clear outcomes for each division, official and civil servant, particularly those in leadership positions. Accordingly, all officials and public employees have been required to thoroughly grasp the campaign’s objectives and develop specific action plans focused on priority tasks. Each assignment must be accompanied by progress reports, measurable outputs and tangible results.
Particular emphasis has been placed on the responsibility of agency and unit heads, who are required to directly lead, inspect, supervise and take full responsibility before the department’s Board of Directors for the progress and quality of assigned work. Through these measures, the sector seeks to eliminate delays, buck-passing and avoidance of responsibility, while improving the timeliness and effectiveness of administrative and professional tasks.
