According to Nguyen Trong An, vice head of the Department for Children of the National Committee for Population, Families and Children, the department has distributed cards to more than 1 million children giving them access to free medical treatment.
Previously, similar cards have been granted to nearly 9 million children under six, about 96 percent of the total number of children in that age group in the country.
In all, about 10 million children will benefit from the free child healthcare programme.
