Enhancing productivity, quality and innovation

One of the key solutions to advancing science and technology, innovation, and digital transformation is to prioritize improvements in productivity and quality while investing in developing a highly skilled workforce capable of meeting the demands of the knowledge-based economy.

Embedding a productivity- and quality-oriented mindset, together with a spirit of innovation, into the education and training system is regarded as a crucial step in nurturing a dynamic, adaptable new generation for Dong Nai City.

Improving the quality of education and training

In recent years, Dong Nai City has implemented measures to promote productivity and quality initiatives across universities and colleges. The city's innovation ecosystem has steadily expanded with the establishment of innovation centers and startup support hubs at higher education institutions.

According to Associate Professor Dr. Nguyen Vu Quynh, Vice Rector of Lac Hong University, the university has focused on building an on-campus innovation and startup ecosystem. "Our goal is for every student not only to become a job seeker but also a job creator through technology-based startups and innovative projects," he said. "Lac Hong University is striving to become an innovation-driven university, serving not only as an educational institution but also as a hub connecting knowledge, technology, and businesses, thereby contributing directly to the socio-economic development of Dong Nai and the Southern region."

To improve productivity and quality through science, technology, and innovation, the Dong Nai City People's Committee has issued Plan No. 39/KH-UBND on enhancing productivity and quality based on science, technology, and innovation for the 2026-2030 period. The plan sets out several key tasks and solutions, including reviewing and refining mechanisms and policies to promote productivity and quality improvements in connection with science and technology programs and projects; stepping up information and public awareness campaigns on productivity and quality; training human resources for productivity and quality improvement; and increasing support for businesses in adopting solutions to enhance productivity and quality.

A young workforce is one of the core factors driving sustainable productivity growth. Productivity improvement in particular, and productivity and quality enhancement in general, depend heavily on human resources. Improving the quality of human resource training is therefore increasingly important amid digital transformation linked to green growth and the rapid development of science and technology.

Dr. Nguyen Tung Lam, Director of the Vietnam Productivity Institute under the Commission for the Standards, Metrology and Quality of Vietnam, said localities, including Dong Nai, have introduced numerous measures in recent years to improve education and training quality, particularly in promoting productivity and quality. "To further advance productivity and quality initiatives, local authorities and educational institutions should develop training programs that closely match businesses' and society's practical needs for productivity improvement," he said. "At the same time, it is essential to build a strong pool of lecturers and specialists with in-depth expertise in productivity and quality enhancement to meet the new development requirements, especially as Dong Nai has become Vietnam's seventh city."

Strengthening business connectivity and support

In late May 2026, the Dong Nai City People's Committee issued Plan No. 39/KH-UBND on enhancing productivity and quality based on science, technology and innovation for the 2026-2030 period.

The plan's primary objective is to help businesses, cooperatives, and organizations across the city improve labor productivity and the quality of products, goods, and services by adopting advanced management systems, productivity improvement tools, standards, and technical regulations. It also seeks to support enterprises in research, innovation, technology transfer, and application, in conjunction with workforce training, professional development, and human resource development. These efforts are intended to promote high-tech industry, high-tech agriculture, and sustainable economic growth by selecting priority sectors and beneficiaries that align with the city's actual conditions and available resources.

In July 2026, the Dong Nai Department of Science and Technology organized the Conference on Promoting the Productivity, Quality, and Innovation Movement in Education, with the theme “Unlocking High-Quality Human Resources for Dong Nai City in 2026”.

At the conference, Trinh Thi Hoa, Deputy Director of the Department of Science and Technology, emphasized that in today's rapidly evolving digital economy, a locality's competitiveness depends not only on its natural resources but increasingly on the quality of its human capital. She said the conference aimed to provide a platform for connecting government agencies, leading experts, and universities, colleges, and vocational institutions across the city, while fostering an entrepreneurial spirit that transforms classroom-developed ideas and research projects into practical products that deliver tangible benefits to society.

Associate Professor Dr. Nguyen Vu Quynh added that Lac Hong University will continue strengthening collaboration between businesses and academic training and research. "Businesses will become more deeply involved in curriculum development, commissioned research, and investment in practical laboratory facilities," he said. "The university will also continue expanding innovation centers, applied research institutes, and open startup spaces to support students, lecturers, and enterprises in jointly developing new technology products."
