Turning AI into "digital assistant" for cadres and civil servants

Alongside investment in digital infrastructure, many localities across Dong Nai are enhancing training to develop Artificial Intelligence (AI) application skills for cadres, civil servants, and public employees.

Integrating AI into public service practice not only enhances workflow efficiency but also accelerates administrative reform, meeting the operational requirements of a two-tier local governance model.

Bringing AI into day-to-day administrative work

After attending an AI training course, Cao Thi Thanh, a civil servant at the Culture and Social Affairs Office under the Tan An Commune People's Committee, began applying AI to drafting documents, preparing reports and plans, writing speeches, and searching for information to support advisory tasks. In particular, receiving guidance on prompt engineering has enabled her to leverage AI more effectively in her daily work.

Thanh shared: Previously, whenever she had to prepare reports or compile documentation, she spent a lot of time searching for information and organizing content. Following the training, AI has become a tool that makes her work considerably smoother.

"AI is not a tool for officials to become entirely dependent on, but it serves as a highly effective assistant in processing work. AI helps me shorten the time required to research, analyze, and synthesize information, giving me additional ideas when building documents. This elevates the overall quality of advisory work and task resolution," Thanh said.

Not only Tan An Commune but also many other localities across Dong Nai are proactively promoting AI adoption among their civil service workforce through training workshops on digital transformation and AI application.

Recently, the Tri An Ward People's Committee organized a training workshop on digital transformation and AI topics for cadres, civil servants, and public employees across Party agencies, government bodies, Fatherland Front, and socio-political organizations, alongside members of the Community Digital Technology Teams and teachers from public schools in the area.

Speaking at the training session, Nguyen Van Manh, Vice Chairman of the Tri An Ward People's Committee, emphasized: Digital transformation is a central task in building a digital government and improving public service quality for citizens and businesses. Applying AI, making effective use of online public services and digital signatures, and heightening cybersecurity awareness will contribute to innovating governance and operational methods, enhancing work resolution efficiency to meet administrative reform requirements in the new era.

In Xuan Hoa Commune, AI skills training is also conducted regularly and tailored to local conditions. Classes are held flexibly, often in the evenings, to avoid affecting the handling of administrative procedures for residents, while creating conditions for the public workforce to continuously update new knowledge and skills.

Notably, beyond inviting professional lecturers, Ta Quang Truong, Secretary of the Party Committee, Chairman of the People's Council of Xuan Hoa Commune, directly shares experiences and exchanges methods on applying AI to practical work so that civil servants can easily grasp and implement them. Training content closely follows routine assignments such as drafting documents, preparing plans, and compiling reports. Following the motto "hands-on guidance, learning through practice and learning together," trainees operate directly on computers and smartphones to immediately apply AI to their work after each session.

Investing in digital human resources

Practice shows that through these training courses, many cadres, civil servants and public employees have begun integrating AI into their daily work processes, from drafting documents and compiling reports to researching legal regulations and reviewing files.

According to Nguyen Minh Quang, Deputy Director of the Dong Nai Department of Science and Technology, in the context of operating a two-tier local government model, digital transformation is no longer merely a supporting tool but has become the fundamental foundation for the administrative apparatus to function smoothly, transparently, and effectively. Therefore, alongside investment in digital infrastructure and shared digital platforms, Dong Nai is prioritizing the enhancement of digital capabilities among its public workforce. Through training programs on digital skills and AI application, as well as the Digital Literacy for All campaign, the public workforce have been able to effectively utilize digital tools in performing public duties and delivering better services to citizens.

When every cadre, civil servant, and public employee is able to use AI as a "digital assistant," the effectiveness of public administration will improve significantly, contributing to the development of a modern, transparent government that places citizens and businesses at the center of public service.

This vision is also reflected in Dong Nai’s Plan No. 216/KH-UBND, which outlines the implementation of the Digital Literacy for All Movement in 2026. Under the plan, cadres, civil servants, and public employees are identified as a pioneering and exemplary force in learning and applying digital technologies, helping spread digital skills throughout society. The city also requires stronger communication efforts to raise awareness and enhance the responsibility of the public workforce in learning, mastering technologies and making effective use of digital platforms.

The encouraging results achieved across various localities demonstrate that AI training is evolving beyond a temporary initiative into a regular component of digital transformation, contributing to higher-quality public administration and more effective delivery of public services.
