Dong Nai has identified and continues to refine a specific roadmap for human resource training and the recruitment of experts and scientists. At the same time, the city is strengthening cooperation and linkages with educational institutions and enterprises to improve the quality of its human resources, thereby supporting the local science and technology development strategy.
Relevant departments and agencies are proactively connecting with experts, scientists, digital technology enterprises, research institutes, and universities to review and orient solutions suitable for local science and technology development, innovation, and digital transformation.
Experts recommend key solutions
In mid-July 2026, the Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation of Dong Nai City held a conference to consult its Advisory Council of Experts on the city's strategy for the development of science, technology, innovation, and digital transformation through 2030. At the conference, experts, scientists, corporations, and digital technology enterprises proposed key solutions aimed at creating breakthroughs in science and technology, innovation, and digital transformation in Dong Nai City.

Assoc. Prof. Dr. Hoang Huu Hanh, Deputy Director General of the National Digital Transformation Agency under the Ministry of Science and Technology and Member of the Advisory Council for Science and Technology Development, Innovation, and Digital Transformation of Dong Nai City, said that one of Dong Nai's priorities is to research and develop digital economy growth scenarios under both standard and breakthrough approaches. Based on these scenarios, the city should assess its current situation and identify specific solutions to increase the digital economy's contribution to GRDP.
In parallel, the city is identifying strategic sectors capable of creating breakthroughs in science and technology, innovation, and digital transformation, particularly strategic technology fields commensurate with the city's ambitions that can attract experts and scientists to conduct research, implement projects, apply technologies, and promote technology transfer. To attract and retain highly qualified personnel, the city should also strengthen support teams, develop laboratories, and expand international cooperation.
Dr. Nguyen Hoang Duong, Deputy Head of the Department of Science and Technology at the Vietnam Academy of Science and Technology and Member of the Advisory Council for Science and Technology Development, Innovation, and Digital Transformation of Dong Nai City, said Dong Nai should concentrate resources and pursue long-term, focused investment to become a regional technology hub, develop a technology knowledge hub, and promote digital and green transformation.
In late June 2026, Nguyen Van Ut, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, who also serves as Chairman of the Advisory Council for Science and Technology Development, Innovation, and Digital Transformation of Dong Nai City, signed Decision No. 55-QD/HDTV approving the first list of 16 members of the Advisory Council. The council comprises experts, scientists, and representatives of technology enterprises and universities.
In addition, the locality should strengthen international cooperation and develop strategic technologies by building on its existing potential and advantages. It should also promote technology application and transfer to increase the value of its key agricultural products and expand their export markets. In particular, the locality should capitalize on the advantages offered by Long Thanh International Airport once it becomes operational, while maximizing the potential of the logistics system and supporting industries.
Implementing practical solutions
Speaking at the consultation conference, Ton Ngoc Hanh, Member of the Party Central Committee, Permanent Deputy Secretary of the City Party Committee, and Chairwoman of the City People's Council, expressed the hope that experts would continue providing comments, support, and consultation to enable the city to adopt and implement effective solutions for science and technology development, innovation, and digital transformation. She requested the City People's Committee and relevant departments to review and organize thematic seminars to identify Dong Nai's core and strategic technology sectors, thereby promoting science and technology development, innovation, and digital transformation in line with the locality's strengths, advantages, and development requirements.
Immediately after the conference, Le Truong Son, Member of the City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, held a working session with the Department of Science and Technology to implement follow-up tasks. The meeting focused on discussing orientations and specific tasks to incorporate recommendations and proposals made by experts, scientists, and enterprises into practical solutions.

Strengthening university partnerships for research and technology development
Dong Nai should strengthen international cooperation and establish closer links with experienced scientific experts from advanced countries and localities to promote science and technology, digital transformation, and innovation.
At the same time, the locality should strengthen ties with universities and training institutions to improve the quality of its human resources and promote scientific research. Universities, including RMIT University Vietnam, can work alongside the locality to study and analyze the current situation and propose solutions to improve the Provincial Competitiveness Index (PCI) and the Provincial Governance and Public Administration Performance Index (PAPI). They can also help identify ways to address technological bottlenecks, develop solutions for training digital human resources, advance AI-first governance, establish R&D centers, and foster local innovation.

Promoting practical applications and developing "made in Dong Nai" robot products
Dong Nai City is facing major opportunities and challenges arising from the fourth industrial revolution. One of the key solutions for enabling the locality to fully tap its potential, achieve breakthroughs in technology development, and accelerate digital transformation is to vigorously develop the robotics sector with a market-oriented approach. Dong Nai has considerable potential to become a center for robotics research, development, and application, particularly in the city's key industries.
Robotics development should extend beyond research to emphasize practical application and the production of "made in Dong Nai" robot products capable of competing in the market. Achieving this objective requires investment in research infrastructure, startup support policies, and stronger cooperation among research institutes, universities, and enterprises.
Regarding implementation, the Department of Science and Technology should review and develop standard and breakthrough digital economy growth scenarios for the city, study pilot programs and implement proactive public service activities, and strengthen coordination with the Department of Home Affairs and the Dong Nai City Public Administration Service Center to ensure the appropriate and effective application of artificial intelligence in building digital government and advancing administrative reform.
