Other attendees included members of the CPC’s Standing Committee, leaders of departments and agencies, and the CPC’s officials and civil servants.

Following the flag-raising ceremony, Secretary of the CPC Vu Hong Van commended party committees and authorities at all levels, as well as officials and party members, for their efforts. Van highlighted the city’s economic performance amid the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai.” The city’s economy grew by 10.01% in the first nine months of 2026. State budget revenue totaled nearly VND80 trillion, equivalent to about 79% of the annual estimate, while public investment disbursement reached 70.3%. Exports amounted to US$27.5 billion, and the city attracted approximately US$2.4 billion in foreign investment. These results reflected the considerable efforts of the city’s Party organization, authorities and residents in tackling a range of new and challenging tasks, including unprecedented issues.

At the ceremony, the CPC’s Secretary praised the City People’s Council for proactively adopting important mechanisms and policies, strengthening oversight, proposing solutions to remove obstacles, improving the effectiveness of state management, and safeguarding residents’ legitimate rights and interests. He singled out the Department of Finance for its advice on resource allocation, investment promotion, resolving financial and budgetary difficulties, mobilizing resources and proposing measures to drive economic growth.

He also commended the Department of Home Affairs for its work on organizational restructuring and personnel arrangements, the implementation of the two-tier local administration model, and preparations for the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.

The CPC’s standing members also acknowledged the close coordination between tax and customs authorities and businesses in meeting revenue targets and contributing to Dong Nai’s development. It praised officials and civil servants for overcoming difficulties following the administrative restructuring and continuing to serve residents and businesses with dedication.

The CPC’s Secretary stressed that, in the remaining months of 2026, the city must make every effort to achieve economic growth of at least 11% and collect more than VND150 trillion in state budget revenue. The entire political system must act with urgency, strengthen coordination, decisively address bottlenecks and mobilize resources to sustain the city’s development. He also called for stronger unity, improved leadership capacity within Party organizations, and stricter discipline, order and accountability among those in leadership positions. Unity, he said, must be built on principles, responsibility and shared goals, with frank exchanges, consensus in leadership and close coordination in carrying out common tasks.

Conveying the guidance of Party General Secretary and State President To Lam at the fourth plenum of the 14th PCC, Van highlighted the principle: “Lay a solid foundation to move quickly; do not use caution as an excuse for delay.” He stressed that officials’ responsibilities must be commensurate with their authority, adding that failure to perform assigned duties, evasion of responsibility and blame-shifting were signs of deterioration. Van urged officials to apply these principles in every decision and task, ensuring that decisions were legally and factually sound, within their authority, and supported by appropriate risk management and timely action. When obstacles arise, officials must proactively propose solutions. Leaders must ensure that bureaucratic delays, stalled work and attempts to evade responsibility do not deprive the city of development opportunities.

To put the guidance of the fourth plenum of the 14th PCC into practice, Van called on standing members and Standing Committee of the CPC to take direct responsibility for overseeing their assigned sectors and localities and resolving key issues. Matters within their authority should be handled proactively, while those beyond their authority should be reported promptly, together with specific proposed solutions. Officials must not shirk responsibility or pass tasks on to others. They must also strengthen oversight and coordination to prevent unnecessary delays.

Van reminded every official and party member to study and effectively implement the guidance of General Secretary and State President To Lam: “Once a task is accepted, it must be carried out; once a commitment is made, it must be fulfilled; and any shortcomings or mistakes must be corrected.”

The CPC’s Secretary reiterated the need for “unity from top to bottom and coordination across all levels and sectors,” urging officials to approach their daily work with greater dedication, stronger accountability and more decisive action. Every task completed on time, every difficulty resolved and every legitimate public interest ensured would strengthen public trust and reinforce the city’s capacity for development.

Secretary Vu Hong Van expressed confidence that the CPC’s Standing Committee, the city’s Party organization, authorities, armed forces, business community and residents would work together to achieve Dong Nai’s 2026 targets and fulfill its key tasks, laying a solid foundation for future development.
