On September 24, Vu Hong Van, Member of the Party Central Committee (PCC), Secretary of the Dong Nai City Party Committee (CPC), and Duong Quoc Huy, Member of the PCC and Secretary of Lao Cai Provincial Party Committee, co-chaired a conference to exchange experience in socio-economic development between the two localities.

Also attending the conference from Dong Nai were Ton Ngoc Hanh, Member of the PCC, Standing Deputy Secretary of the CPC and Chairwoman of the City People’s Council; Nguyen Van Ut, Deputy Secretary of the CPC and Chairman of the City People’s Committee; Vo Tan Duc, Deputy Secretary of the CPC; Huynh Thi Hang, Deputy Secretary of the CPC and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai; Thai Bao, Deputy Secretary of the CPC and Head of the CPC’s Organization Commission; and members of the CPC’s Standing Board.
The Lao Cai delegation included Hoang Giang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Giang Thi Dung, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies; and members of the Provincial Party Committee’s Standing Board
At the conference, leaders of the Dong Nai CPC and Lao Cai Provincial Party Committee briefed participants on the key characteristics, potential and strengths of each locality, while sharing an overview of major socio-economic development achievements in the first nine months of 2026.

According to information presented at the conference, Dong Nai is located in the Southern key economic region and is a major industrial hub, with the country’s fourth-largest economy and a population of around 5 million. The city is currently implementing a series of strategic transport infrastructure projects, most notably Long Thanh International Airport, the country’s largest airport project, which is expected to become operational by the end of 2026. The airport is set to provide a major new impetus for the city’s development.
Meanwhile, Lao Cai has a population of more than 1.7 million and serves as a gateway connecting Vietnam with Southwestern China. It is also an important hub along the Kunming–Lao Cai–Hanoi–Hai Phong–Quang Ninh economic corridor. The province has strong potential in border-gate trade, cross-border logistics, mining, agriculture and forestry, as well as a rich and diverse ethnic cultural heritage.

Speaking at the conference, Secretary of Lao Cai Provincial Party Committee Duong Quoc Huy expressed his desire to learn from Dong Nai’s experience in planning and developing industrial parks, as well as in applying information technology and digital transformation to administrative reform and public services for people and businesses.
Duong Quoc Huy also proposed strengthening market, trade and supply-chain linkages to capitalize on Lao Cai’s gateway position and Dong Nai’s production and commercial capacity. This would help gradually establish stable two-way flows of goods. Initially, the two localities would also place businesses at the center of cooperation, linking Dong Nai’s investment ecosystem with new investment opportunities in Lao Cai on the basis of mutual benefit.

Addressing the conference, Secretary of the CPC Vu Hong Van stressed that Dong Nai is not only a trailblazer in industrial development with impressive growth, but also a land of rich history, distinctive cultural identity and unique character, shaped by more than 328 years of formation and development. Over the centuries, Dong Nai people have demonstrated dynamism, creativity, generosity, a strong sense of community and openness.
Vu Hong Van also shared Dong Nai’s experience in socio-economic development with Lao Cai, particularly in attracting foreign direct investment (FDI). In the new development period, Dong Nai has prioritized rapid and sustainable growth in association with the protection of natural resources and the environment. Based on this orientation, the city has moved quickly to transform its growth model and investment attraction approach.

Specifically, the city has firmly said no to projects involving low levels of technology and intensive use of land, water and energy resources, while creating the most favorable conditions possible in terms of mechanisms and policies for high-tech projects that generate high added value. To ensure that projects are implemented promptly and begin generating results at an early stage, the city not only carefully assesses investors’ capacity and experience but also requires specific commitments on project commencement, construction progress and the start of operations.
Acknowledging the proposals put forward by Lao Cai’s leaders, Vu Hong Van asked the city’s departments, agencies and local administrations to study them and move quickly to implement relevant cooperation initiatives in the coming period.
He affirmed that, with its tradition of friendship and mutual support, Dong Nai is ready to share successful experience with Lao Cai for appropriate application. At the same time, the city is willing to openly discuss shortcomings and limitations encountered during its development process, allowing Lao Cai to draw lessons and adapt them to its own circumstances, particularly in industry and foreign investment attraction.
At the conference, Vu Hong Van also shared experience in socio-economic development, particularly Party building, with the delegation from Lao Cai Provincial Party Committee’s Standing Board.
The Secretary of Dong Nai CPC emphasized that, with its advantageous geographical location and an increasingly comprehensive network of strategic infrastructure, the Party organization, authorities and people of Dong Nai are making every effort to realize the policies, mechanisms and incentives provided by the central authorities for the locality.

Later the same afternoon, Secretary of the Lao Cai Provincial Party Committee Duong Quoc Huy and members of the Provincial Party Committee’s Standing Board visited Long Duc IP in Binh An commune to learn about investment attraction there. Long Duc IP is among the industrial parks giving priority to attracting enterprises with modern technologies and high value-added production. Accompanying the delegation were Ton Ngoc Hanh, Standing Deputy Secretary of the CPC and Chairwoman of the City People’s Council, and Nguyen Thi Cat Tien, Vice Chairwoman of the City People’s Committee.
