Ensuring better living conditions for resettled residents

Ensuring that resettled residents enjoy significantly better living standards and quality of life has been a guiding principle consistently emphasised by the Standing Committee of the Vietnam Fatherland Front Committee of Dong Nai City during its oversights of compensation, support, resettlement and site clearance for key projects across the city. The principle is in line with the spirit of Resolution No. 21-NQ/TW, issued by the 14th Party Central Committee on July 28, 2026, which sets out orientations for amending the Land Law and related legislations.

A key feature of Resolution No. 21 is its strong shift from compensating for acquired assets to rebuilding the lives of people whose land is recovered. The resolution stipulates that people whose residential land is acquired must be provided with new homes that are equivalent to or better than their previous ones. Accordingly, resettlement projects must be equipped with adequate infrastructure and public services while paying due attention to residents' livelihoods. It also prioritises land allocation for rental housing development to meet people's housing needs. Another key measure is to continue separating compensation, support and resettlement projects into standalone projects that are implemented ahead of the main project.

The approach adopted in Resolution No. 21 reflects the realities facing Dong Nai, where compensation and site clearance are underway for hundreds of development projects. According to findings from oversight activities, one of the greatest challenges facing local authorities is the limited availability of on-site resettlement land and social housing. As a result, many affected households have had to relocate to resettlement areas outside their localities or wait for resettlement projects currently under construction to be completed. Local authorities have proposed prioritising the allocation of social housing, providing rental assistance for households awaiting resettlement and ensuring adequate housing for people whose land has been acquired.

The Dong Nai VFF’s Standing Committee has urged relevant agencies and departments to promptly address residents' legitimate petitions and complaints while ensuring the proper implementation of compensation, support and resettlement policies. It also called for practical measures to support livelihoods and strengthen social welfare for households affected by land acquisition.

The Dong Nai City Party Committee’s leadership has identified transparent implementation of policies and the proactive resolution of emerging issues as immediate priorities, stressing that site clearance must not become a bottleneck to future development.

In particular, the comprehensive institutionalization of the Party's major policy on unlocking land resources to support double-digit economic growth must go hand in hand with safeguarding social welfare and livelihoods for communities affected by development projects. Only by doing so can the objectives of Resolution No. 21 be fully realised, ensuring that land truly becomes a strategic resource, an endogenous growth driver, a competitive advantage and a catalyst for national development.

Ensuring that relocated households enjoy living conditions equal to or better than those at their previous homes is a shared responsibility of the entire political system. Doing so will not only improve the well-being of resettled residents but also help accelerate the implementation of essential and urgent development projects. A key priority is to maximise the role of the Dong Nai Steering Committee for Compensation, Site Clearance and Resettlement Support.
