Mobilizing strength of entire people for breakthroughs during peak emulation drive

As one of the key growth poles of the Southeast region, Dong Nai City is facing both historic opportunities and challenges. To realize its development aspirations, the City Party Committee (CPC)’s Executive Board has launched a special 500-day-and-night emulation campaign under the theme: “Solidarity – Discipline – Efficiency – Breakthroughs for a civilized and modern Dong Nai.”

More than merely an action plan of the political system, the campaign serves as a call to action, an all-out mobilization of the entire population aimed at transforming the city’s appearance, improving people's quality of life and creating momentum for sustainable development. At its core is the close alignment between the Party’s vision and the people’s aspirations.

People - the center of development aspirations

The special 500-day-and-night campaign extends beyond improving technical infrastructure, reforming administrative procedures or attracting investment. It also reflects a shift in governance toward grassroots engagement, placing people at the center of the city’s development vision.

According to Le Hoang Son, Deputy Party Secretary and Chairman of the People’s Committee of Long Thanh ward, public participation has been mobilized through a range of innovative approaches. Cadres and civil servants have been encouraged to improve public services through emulation initiatives, while residents have supported government policies by donating land for road construction, contributing labor to urban beautification projects, among others.

During the first six months of 2026, Long Thanh ward met or exceeded numerous socio-economic targets, with budget revenue reaching VND1.4 trillion, or more than 135 percent of the annual target. Local leaders attributed these achievements to the strong alignment between the Party’s policies and public support, reinforced by the momentum generated through the peak emulation campaign.

“With the ultimate goal of placing people at the center of our development aspirations, Long Thanh ward has implemented a wide range of measures to mobilize public participation in the campaign,” Son said. “The campaign has strengthened consensus across the political system and among local residents, creating visible changes from government agencies to residential neighborhoods.”

Nguyen Van Hung, a resident of Long Thanh ward, said the campaign provides an opportunity for every citizen to demonstrate civic responsibility toward their hometown and the country. My family and our neighbors are pleased to take part in it. We understand that building cleaner, greener and more beautiful neighborhoods requires the active participation of local residents. When the ward launched movements to develop bright, green, clean and beautiful streets, my family was among the first to participate in the activities by contributing land to widen the roads. This is the kind of breakthrough we have been looking forward to.

The 500-day-and-night campaign is also regarded as an important test of the leadership capacity of Party committees and local authorities, as well as their ability to connect with the people.

Party Secretary and Chairwoman of the People’s Council of Tan Tien commune Nguyen Thi Hoai Thanh said that as a border commune, Tan Tien has focused on addressing pressing issues directly at the grassroots level. The campaign has created a mechanism requiring officials to work directly at the grassroots, listen to residents and work alongside them. Changes in officials’ working style have strengthened public trust. Once trust is reinforced, mobilizing public participation becomes much easier and more effective. She added that the successful organization of the city’s defensive zone exercise, which achieved all objectives safely and effectively, demonstrated the effectiveness of this approach.

Valuable lessons for breakthrough development

Mobilizing public participation requires not only ensuring that all benefits ultimately serve the people but also maintaining persistence, flexibility and a systematic approach across the entire political system. The campaign’s initial results have already provided valuable lessons and practical experience for future development.

According to Hoai Thanh, the most important lesson has been the effective implementation of grassroots democracy through openness and transparency across Party organizations, government agencies, the political system and the wider community. Officials, civil servants, employees and residents will only support and participate in the action programs when they clearly understand the objectives, significance and their benefits.

“All plans, mobilized resources and implementation results should therefore be made public through community meetings, neighborhood bulletin boards and official communication channels. When transparency is ensured, distrust is eliminated and replaced by trust and broad public consensus,” Thanh said.

Le Hoang Son added that leadership by example, particularly from officials, Party members and heads of agencies is another decisive factor in the success of the campaign and the city's broader development agenda.

The special 500-day-and-night emulation campaign launched by the CPC marks a significant milestone in the city’s transformation, inspiring aspirations for breakthrough development. The campaign has strengthened the bond between the Party’s vision and the people’s aspirations while creating momentum for key development projects. It is a crucial driving force for achieving Dong Nai’s goal of sustainable development.

Son emphasized that officials, civil servants, public employees, employees and residents closely observe not only what leaders say but also what they do. When leaders lead by example, match words with actions and devote themselves wholeheartedly to their work, they inspire confidence and encourage both their subordinates and the public to follow.

The campaign has also demonstrated the importance of listening and dialogue. Creating an open and sincere environment for dialogue has proven to be the key to resolving sensitive issues, strengthening national unity and ensuring the successful implementation of the campaign’s objectives.
