At a working session between Prime Minister (PM) Le Minh Hung and Dong Nai City Party Committee (CPC)’s Standing Board on June 13, members of the Government’s working delegation engaged in in-depth discussions on key development priorities after listening to Dong Nai’s reports on its socio-economic and national defense and security performance in 2025 and the first months of 2026 as well as the municipal proposals.

Dong Nai’s economy records bright spots
Members of the Government’s working delegation highly praised Dong Nai’s socio-economic achievements, noting that the city’s strengths and development potential are being effectively unlocked and are making significant contributions to national growth.

In 2025, Dong Nai recorded several notable achievements, with gross regional domestic product (GRDP) expanding by 9.63%, the economy reaching nearly VND700 trillion in size, per-capita GRDP exceeding VND150 million, and state budget revenue totaling VND103.053 trillion, the highest level in the past decade. Building on that momentum, the city maintained positive growth signals in the first months of 2026. In the first quarter, its GRDP rose by 9.76%, placing Dong Nai among the leading performers in Southern Vietnam.

The city has also taken decisive measures in implementing the two-tier local government model, enabling the administrative system to quickly stabilize and provide increasingly effective services to residents and businesses.

PCC member and Minister of Finance Ngo Van Tuan emphasized Dong Nai’s strategic importance to the country. The city now ranks fourth nationwide in terms of GRDP, accounting for 5.3% of Vietnam’s economic output and contributing 3.5% of total state budget revenue. During the first six months of the year, Dong Nai’s economy continued to demonstrate strong performance, with GRDP estimated to grow by 9.24%, 1.2 percentage points higher than the national average. Processing and manufacturing industry remained on an upward trajectory, while total social investment mobilization exceeded the national average. The minister noted that Dong Nai plays a significant role in the national economy, estimating that every additional percentage point of growth generated by the city contributes around 0.5 percentage points to the country's overall economic growth.
The minister urged Dong Nai to further promote exports, attract foreign investment, develop the digital economy and strengthen sustainable revenue sources. Proposals submitted by the city have been consolidated by the Ministry of Finance and will be reviewed promptly to identify appropriate solutions. He also stressed the need for Dong Nai to accelerate the completion of its long-term development planning with a century-long vision while ensuring strict and effective planning management.
Maximum support for Dong Nai’s development
PCC member and Minister of Construction Tran Hong Minh said Dong Nai’s proposals closely reflect practical development needs. Regarding the city’s proposal to have greater authority in determining social housing models, he noted that policies supporting social housing development have become increasingly favorable, allowing the city to adopt flexible approaches to accelerate implementation effectively. On planning matters, the minister affirmed that the Ministry of Construction would provide maximum support to help Dong Nai complete its planning work as soon as possible.

Minh added that the Ministry of Construction is actively supporting a range of strategic transport projects in Dong Nai, including the Cat Lai Bridge, the extension of Metro Line No. 1 (Ben Thanh–Suoi Tien) toward central Dong Nai and improved connectivity with Long Thanh International Airport, as well as preparations for the Thu Thiem–Long Thanh Airport metro line. These projects carry strategic significance not only for Dong Nai but also for Ho Chi Minh City and the entire Southeast region.
PCC member and Minister of Agriculture and Environment Trinh Viet Hung noted that Dong Nai is among the country’s leading localities in land database digitization. He encouraged the city to continue maintaining data that are “accurate, complete, clean and continuously updated.” The minister also expressed support for Dong Nai’s proposal to take over the management of Cat Tien National Park, adding that a specific handover roadmap would be developed to ensure effective management and maximize the park’s value.

At the meeting, ministers and Deputy PMs also suggested several measures to help Dong Nai improve growth quality and capitalize on increasingly modern infrastructure. Accordingly, the city had to reform its investment attraction strategy, particularly by attracting foreign direct investment (FDI) into high-tech sectors such as semiconductors and chip manufacturing. Dong Nai was also advised to fully leverage the advantages of Long Thanh International Airport and the regional seaport system to develop an airport city, build an aviation industry ecosystem, expand logistics services and promote clean energy development.
The government officials further emphasized the importance of improving human resource quality, enhancing living standards for residents, especially workers, and ensuring socio-economic development goes hand in hand with national defense and security in border areas, while effectively implementing ethnic and religious affairs.
Dong Nai is committed to achieving major development goals
Speaking at the session, PCC member and Secretary of the CPC Vu Hong Van said the meeting between the PM, his working delegation and the Dong Nai CPC’s Standing Board provided a valuable opportunity for the municipal leadership to gain further insights into governance and strengthen its leadership capacity. He described the conclusions and directives of the PM and his delegation members as evidence of the Central Government’s attention and expectations for Dong Nai, while also serving as important guidance for the city to remove bottlenecks, mobilize resources and fully leverage its potential and advantages.

Van emphasized that, fully aware of Dong Nai’s role and mission in national development, the CPC’s Standing Board would uphold its tradition of unity and swiftly translate the PM’s directives into concrete action plans with clearly assigned responsibilities. The city remains committed to turning commitments into concrete results, while pursuing innovative thinking, decisive implementation and effective resource mobilization to achieve its socio-economic goals.

On behalf of the CPC’s Standing Board, Van pledged that Dong Nai would achieve a 100% public investment disbursement rate, achieve GRDP growth of 10% in 2026, sustain annual growth above 10% throughout the current term, and ultimately work toward a 12% annual growth rate. He was also committed to meeting state budget revenue targets throughout the term and striving to exceed by more than 50% the revenue target assigned by the central government in 2026.
Alongside economic growth, Dong Nai pledged to continue promoting social progress and equity, cultural development, healthcare quality improvement, better living standards for residents, and strong national defense and security. The city aims to pursue rapid yet sustainable development and further consolidate its position as one of Vietnam’s key growth engines.
