MoHA surveys, appraises proposals to establish Centrally-run Dong Nai city and its 10 wards

On April 3, a working delegation led by Do Thanh Binh, member of the Party Central Committee and Minister of Home Affairs, worked with Dong Nai authorities on the appraisal of proposals to establish 10 wards in Dong Nai province and form Dong Nai City under central administration.

The delegation was received by Member of the Party Central Committee and Secretary of the Provincial Party Committee (PPC), Head of the Dong Nai Delegation of National Assembly (NA) Deputies Vu Hong Van; member of the Party Central Committee, Standing Deputy Secretary of the PPC and Chairwoman of the Provincial People’s Council Ton Ngoc Hanh; Deputy Secretary of the PPC and Chairman of the Provincial People’s Committee Nguyen Van Ut; along with other members of the Provincial Party Standing Committee.

At the session, Chairman of the Provincial People’s Committee Nguyen Van Ut presented a summary of the two proposals, including the establishment of 10 wards and the formation of Dong Nai City under central administration. He emphasized that the proposals were developed to clarify a fundamental issue: Dong Nai has now gathered sufficient political, legal and practical foundations, as well as the development capacity, to enter a new phase with a higher standing.

Importantly, he noted that this is not merely a local aspiration, but rather stems from objective requirements of the development process, while also representing a long-term strategic orientation for the province in the years ahead.

Notably, Dong Nai holds significant advantages in terms of strategic location and connectivity infrastructure. With Long Thanh International Airport, an expanding network of expressways, ring roads, railways, seaports and interregional logistics systems under development, the province is well-positioned to expand its development scope, strengthen regional linkages and gradually enhance its role in international integration. These factors provide a solid practical foundation and renewed confidence for the province’s development trajectory.

Alongside these advantages, Dong Nai has met all 7 out of 7 criteria required for the establishment of a centrally governed city and has met 13 of the 15 criteria of a tier-1 urban area. This demonstrates that the proposal is well-grounded, practical and aligned with the province’s current development capacity.

Chairman of the Provincial People’s Committee Nguyen Van Ut further underscored that beyond meeting organizational requirements, the province aspires to seize opportunities to innovate governance models, organize development space more systematically, better harness growth drivers, and gradually affirm Dong Nai’s role as a key growth pole of the Southeast region and the nation. Therefore, the province hopes to continue receiving attention, consideration and support to turn this vision into reality.

At the meeting, members of the working delegation expressed strong consensus and support for Dong Nai’s proposals, noting that the proposals meet all required standards and ensure quality in accordance with regulations. They also affirmed that Dong Nai has gathered sufficient conditions to become a centrally governed city.

Concluding the session, Member of the Party Central Committee and  Minister of Home Affairs Do Thanh Binh highly appreciated the efforts, determination and proactive approach of Dong Nai’s Party committees and authorities in preparing the proposals.

He stressed that despite the significant workload, high requirements and tight timeline assigned by the central authorities, the province has completed all procedures in line with regulations. The dossiers were prepared in a comprehensive and methodical manner, closely aligned with the orientations of the Politburo and the Party Central Committee, while thoroughly assessing current development conditions and clearly outlining potential, advantages, governance models and a new development vision.

Impressed by Dong Nai’s achievements in recent years, particularly following the administrative reorganization in 2025, he noted that with an expanded development space and an increasingly prominent strategic position, the province has affirmed its role as a dynamic growth pole of the Southern key economic region and a vital gateway connecting major domestic economic centers with international trade corridors. Many of its development indicators rank among the country’s leading group.

 

Dong Nai has fully met the necessary conditions to become a centrally governed city, and the appraisal council has agreed to submit the proposal to the Government and subsequently to the NA and its Standing Committee in accordance with regulations.

Regarding tasks ahead, the minister urged Dong Nai to promptly finalize the dossiers and submit them to the Ministry of Home Affairs (MoHA) for consolidation and reporting to the Government, the NA and its Standing Committee. In parallel, the province should proactively develop draft action programs and implementation plans for the NA’s resolution on the establishment of Dong Nai City, with clear responsibilities, timelines and accountability to ensure effective execution once approved.

He also recommended that the province expedite the development of specific mechanisms and policies in line with the Politburo’s orientations, aiming to maximize its role as a national growth pole, an economic connectivity hub and an international gateway. The goal is to build Dong Nai into a dynamic, modern, civilized and livable urban center, contributing to shaping a new development landscape for the Southeast region.

In terms of planning and construction investment, greater attention should be paid to developing urban areas in line with the region’s industrial characteristics, while creating landmark projects of significant scale. Equal emphasis should be placed on social infrastructure, environmental protection and climate change adaptation. In particular, improving human resource quality and enhancing the capacity of officials, civil servants and public employees, especially at the grassroots level, will be essential to meet the demands of a centrally governed city.

He also urged relevant agencies to closely coordinate with Dong Nai and promptly finalize the dossiers to ensure submission to the Government for presentation to the NA and its Standing Committee on April 4.

Speaking at the session, Member of the Party Central Committee, Secretary of the PPC, Head of the Dong Nai Delegation of NA Deputies Vu Hong Van expressed sincere gratitude to the Politburo, the Party Central Committee, the MoHA and relevant ministries and central agencies for their trust, attention and support throughout the process of developing and refining the proposals.

He affirmed that the province would fully absorb the working delegation’s feedback to further improve the proposals to the highest standards. More importantly, he emphasized that building the proposals is not merely aimed at achieving administrative elevation, but also presents an opportunity to innovate leadership methods and governance models in line with modern urban management.

According to him, the establishment of Dong Nai City is not simply a change in designation, but a comprehensive transformation in governance methods, operation mechanisms, policy systems, urban landscape and residents’ quality of life, core objectives that the Provincial Party Committee and authorities are striving toward in the new development phase.

Highlighting the province’s historical development, rich traditions and notable achievements in socio-economic development, national defense and security, as well as its potential and advantages, he underscored the strong political will, development aspirations and unity of Dong Nai’s Party Committee, authorities and people in pursuing the goal of becoming a centrally governed city.

Looking ahead, he outlined key tasks and orientations to ensure comprehensive development following the transition. These include strengthening unity across all levels of leadership to ensure smooth governance, while stressing that success ultimately depends on the quality and commitment of the province’s human resources.

Notably, Dong Nai plans to launch a “500-day-and-night” campaign, mobilizing the entire political system, particularly cadres and civil servants, to enhance governance capacity, transform the urban landscape and significantly improve residents’ quality of life.
