Strengthening grassroots foundations for sustainable development

Grassroots Party organizations are the closest to the people, maintaining direct contact and a deep understanding of local communities. Strengthening these foundations helps preserve the Party’s source of strength, while providing the bedrock and momentum for sustainable socio-economic development.

Preventing child marriage at the community level

In the past, early marriage was not uncommon in Long Tan 6 Hamlet, Long Ha commune, where some girls as young as 14 or 15 already started their families and entered motherhood, even before experiencing their teenage years.

In response, the hamlet’s Party cell established a community communication team to raise awareness among ethnic minority residents and prevent child marriage. Hoang Thi Dieu, Secretary of the Party cell, noted that ethnic minorities account for 82% of the local population, where education levels remain limited. As a result, persuading families to delay early marriage for their children has proven challenging. Many residents work as casual laborers with irregular schedules, requiring Party members to make repeated visits just to meet the parents.

Alongside engaging with parents, members of the communication team also met directly with young girls to explain the harmful impacts of early marriage. They cited real-life cases in which early childbirth severely affected the health of both mothers and children, while also cutting short the young mothers’ educational opportunities and limiting their employment prospects.

To enhance effectiveness, Party members even coordinated with neighboring communes, where a young man was planning to marry a girl in the hamlet, persuading both his family and the young man not to engage in child marriage.

In parallel with awareness campaigns, the Party cell has also provided career orientation for local youth. Those unable to continue formal education are encouraged to pursue vocational training or work in factories. Through persistent and diverse communication efforts, by the end of 2025, child marriage had been eliminated in the hamlet, compared to four cases previously recorded.

Beyond its efforts to raise public awareness against child marriage, the Party cell organized literacy classes for 35 residents, ranging from children who had never attended school to adults aged 45–50 who had not previously learned to read or write. To date, all 35 learners have gained basic literacy skills. The hamlet has also hosted mock trials on domestic violence, attracting around 400 participants.

Despite having only eight Party members, the Long Tan 6 Party cell has carried out numerous meaningful initiatives, contributing to the gradual elimination of outdated practices, the formation of more civilized lifestyles, improved legal awareness, and local socio-economic development.

Bom Bo is widely known through the song Tieng chay tren soc Bom Bo (The sound of pestles in Bom Bo hamlet) by the late musician Xuan Hong. Today, alongside its historical legacy, the area is witnessing a vibrant pace of new-style rural development.

Hoang Quoc Cuong, Secretary of the Party cell of Hamlet 5 – Binh Minh in Bom Bo commune, said that thanks to the attention of the Party and the State, living standards in former revolutionary and remote areas have steadily improved. People place their trust in the Party, while the Party relies on the people to build strong and lasting foundations.

As part of new-style rural development efforts, the Party cell of Hamlet 5 mobilized residents to contribute to the construction of two key roads of the commune, totaling one kilometer in length, with community contributions exceeding VND249 million. What were once muddy paths have now been replaced by concrete roads, facilitating trade and mobility.

Consistent with the principle of “leaving no one behind,” the Party cell has also actively supported poor households. It has built two charity houses and repaired another, with total funding of VND230 million, helping families achieve stable living conditions.

At the same time, efforts have been made to develop new Party members to strengthen grassroots capacity. In 2025, one new member was admitted, while two outstanding individuals were nurtured for future recruitment. Since 2022, the Party cell has consistently been recognized for outstanding performance.

These achievements highlight the leadership role of the Party cell at the community level, effectively translating Party resolutions into practical outcomes and transforming historical pride into a driving force for development.

Leadership through practical action

The core role of grassroots Party organizations is not limited to rural areas but is also evident across institutions and public units.

At Chu Van An Secondary School in Dak Nhau commune, the school’s Party cell not only ensures strong academic performance but also fosters compassion among teachers and students. Guided by the view that education is not only about knowledge but also about empathy, the  Party cell has built a human-centered learning environment at the school where sharing and responsibility are integral values.

Looking ahead, Dong Nai is striving to become a centrally governed city. The practical and meaningful contributions of grassroots Party organizations will serve as a solid foundation for this ambition.

During the 2024–2025 academic year, the school’s spirit of solidarity and compassion was reflected in tangible contributions. In response to calls for supporting northern provinces affected by floods, teachers donated more than VND28.8 million. Notably, students also contributed over VND6 million from their own savings.

In addition, the school’s Party cell has guided initiatives such as the “Piggy bank for school support” movement and the “White shirts for you” program, while providing books and health insurance cards for disadvantaged students. These efforts offer vivid lessons in ethics and social responsibility, helping shape not only knowledgeable but also compassionate individuals.

Today’s peace, independence and development are the result of immense sacrifices made by previous generations. In recognition of this, Xuan Phu commune Party Committee has directed local agencies and units to support policy beneficiary families and those who rendered service to the nation under difficult circumstances.

Nguyen Viet Hoai, Standing Deputy Secretary of the commune Party Committee, said that 16 such households are currently receiving regular support. Local units, including the commune People’s Committee, schools, the health station, and Party, police and military Party cells, have each been committed to providing VND1 million per household per month.

This initiative has gradually fostered a sense of responsibility, solidarity and compassion among officials, Party members and residents in Xuan Phu commune. Beyond honoring past contributors, such efforts are helping build a more cohesive, compassionate and sustainable community.
