The resolution was adopted based on Submission No. 46/TTr-UBND dated March 26, 2026, by the Provincial People’s Committee, along with the Appraisal Report by Legal Affairs Board of the Provincial People’s Council. Delegates expressed strong consensus on the plan to reorganize administrative units. Accordingly, the establishment of 10 wards was approved on the basis of maintaining the existing natural area and population size of current communes, including Long Thanh, Nhon Trach, Trang Bom, Xuan Loc, Dau Giay, Tan Phu, Tri An, Dong Phu, Tan Khai, and Loc Ninh. The resolution aligns with the conclusions of the 14th Central Party Committee at its second plenum in March 2026, which outlined the orientation for establishing Dong Nai as a centrally governed city.

Regarding implementation, the Provincial People’s Council has assigned the Provincial People’s Committee to complete all necessary documentation in accordance with legal regulations and submit it to competent authorities for consideration and approval. The Standing Committee of the Provincial People’s Council, its specialized committees, the delegate groups of the Provincial People's Council, and the delegates of the Provincial People's Council will oversee the implementation process.

The Provincial People's Council asked the Vietnam Fatherland Front Committee of Dong Nai Province to supervise and mobilize public participation in overseeing the implementation of this resolution, ensuring that people’s opinions, aspirations, and recommendations are promptly conveyed to relevant authorities in accordance with the law.
