On March 28, as part of its first working session, the 11th Dong Nai Provincial People’s Council for the 2026–2031 term discussed and voted to adopt a key resolution endorsing the policy to establish Dong Nai as a centrally governed city.

Accordingly, based on the consideration of Submission No. 47/TTr-UBND dated March 26, 2026 by the Provincial People’s Committee, Appraisal Report No. 33/BC-HDND dated March 27, 2026 by the Legal Affairs Board of the Provincial People’s Council, along with delegates’ discussions, the Provincial People’s Council resolved to support the policy on establishing a centrally governed Dong Nai city. The proposed city will be formed on the basis of retaining the current natural area and its large population.
The adopted resolution closely adheres to the legal framework regarding local government organization, urban classification and the latest standards for administrative units issued in 2025. Notably, its adoption serves as an important step in implementing Resolution No. 03-NQ/TW dated March 25, 2026 issued at the second plenum of the 14th Party Central Committee, which agreed in principle to the establishment of Dong Nai city under Central Government.
Regarding implementation, the Provincial People’s Council assigned the Provincial People’s Committee to urgently finalize dossiers, documents and project proposals in accordance with legal regulations for submission to competent authorities for consideration and decision. Meanwhile, the Standing Committee of the Provincial People’s Council, its boards, deputies’ groups and the council members are tasked with overseeing the implementation of the resolution.
To ensure the policy is swiftly translated into practice, the Provincial People’s Council called on the Provincial Vietnam Fatherland Front Committee to participate in supervision and mobilize public consensus. In addition, the political system from the grassroots level, particularly the Provincial Party Committee’s Commission for Information, Education and Mass Mobilization, is expected to play a core role in communication efforts, as well as in promptly reflecting public opinions, aspirations and recommendations to competent authorities, thereby fostering broad consensus across society toward this historic milestone of becoming a centrally governed city.
The resolution takes effect from the date of its adoption.
