Dong Nai accelerates implementation of 2026 targets and tasks

The year 2026 carries special significance for Dong Nai as it marks the first year of implementing the goals, targets, tasks and solutions set out in the Resolution of the First Provincial Party Congress for the 2025–2030 term. A key mission is to achieve double-digit economic growth, laying a foundation for sustained expansion in the years ahead.

To implement 2026 targets and tasks, immediately after the Lunar New Year (Tet) holiday, Party committees, authorities, agencies and localities across the province got down to work, swiftly restoring all activities to normal pace and dispelling the lingering mindset that “the first lunar month is for festivities” within the political system.

42 targets set to be fulfilled in 2026

Resolution No. 03-NQ/TU dated December 16, 2025 of the PPC sets out 42 socio-economic, national defense-security and Party-building targets for 2026. Among them are striving for GRDP growth of 10%, raising GRDP per capita to 179.2 million VND, and increasing state budget revenue by 10–12% compared to 2025.

In addition, at least 90% of grassroots Party organizations and members are to be rated as having successfully fulfilled their tasks or better, while new Party members are expected to increase by 3% or more over the total membership in 2025. The province also aims to fully complete targets related to social order and safety assigned by the Central Public Security Party Committee.

To accomplish the heavy workload of 2026, the resolution outlines six key groups of tasks. Central among them is the preparation and successful organization of elections for deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.

At the same time, greater emphasis will be placed on strengthening Party building in terms of politics, ideology and ethics, as well as developing a contingent of officials at all levels, especially key leaders, with sufficient competence, integrity and credibility to meet their responsibilities with a strong action-oriented spirit. Tasks and solutions will also be rolled out to effectively implement directives from Party General Secretary To Lam as stated in Notice No. 420-TB/VPTW of the Party Central Office, in line with local realities.

Furthermore, the province will actively implement orientations on spatial development and economic corridors within national master planning, sectoral, regional and provincial plans in order to maximize Dong Nai’s potential and competitive advantages.

Speaking at a meeting with officials, civil servants and employees of Party Commissions and the PPC’s Office on February 23, Member of the Party Central Committee, Standing Deputy Secretary of the PPC and Chairwoman of the Provincial People’s Council Ton Ngoc Hanh delivered a clear message that in 2026, the province must “run and sprint,” not move at a slow pace, and make every effort to complete assigned tasks.

She called on all officials and civil servants to immediately get down to work, noting that in the first quarter alone, the province will issue numerous thematic resolutions and implement several long-term programs and projects for 2026 and the following five years.

Dong Nai is also urgently advising the central authorities on a special mechanism for the province, similar to those granted to Ho Chi Minh City and certain other localities. Once such a mechanism is approved, it will facilitate Dong Nai to achieve double-digit growth and stronger development in the coming period. In parallel, the province will enhance coordination with Ho Chi Minh City and neighboring provinces to strengthen regional connectivity within the Southeast region and nationwide.

Responsibility and breakthroughs

One of the major targets set out in Resolution No. 03-NQ/TU is to raise state budget revenue by 10–12% compared to 2025, contributing to the province’s 10% economic growth target.

According to Member of the Provincial Party Standing Committee and Director of the Department of Finance Truong Thi Huong Binh, achieving this growth rate means total state budget revenue in 2026 must reach 110.44 trillion VND.

To meet this goal, the province will focus on attracting investment, resolving prolonged tax arrears and outstanding advances for basic construction, and drawing in major corporations to mobilize resources and expand revenue sources. Efforts will also be made to attract consumer goods manufacturers and industries contributing significantly to value-added tax and special consumption tax revenues, while strengthening management of tax collection from e-commerce. In addition, investment projects will be urged to disburse 100% of allocated capital so that they can be put into operation promptly, thereby generating new revenue streams. The spirit of urgency and discipline in the early months of 2026 has spread to agencies and localities across the province.

Nguyen Thi Cat Tien, Secretary of the Party Committee and Chairwoman of the People’s Council of Xuan Loc commune, said that during the Tet holiday the commune fully implemented social welfare policies and ensured residents’ well-being. Cultural and festival activities were vibrant. Notably, from January 1 to February 21, 2026, the national scenic relic site of Chua Chan Mountain welcomed 28,657 visitors, generating ticket revenue of VND542.87 million.

Encouraged by these positive signals in the first month of the new year, the entire Party, armed forces and residents of Xuan Loc commune will continue focusing on socio-economic development, national defense-security, Party building and political system consolidation, striving to fulfill all targets set for 2026.

Reiterating the message at the February 23 meeting, Ton Ngoc Hanh stressed that with an enormous workload ahead, every official and civil servant must promptly engage in their duties with a high sense of responsibility and determination to accomplish the province’s 2026 missions.

At the Conference of the Executive Committee of the Provincial People’s Committee Party Organization on January 7, Deputy Secretary of the PPC and Chairman of the Provincial People’s Committee Nguyen Van Ut underscored that the tasks facing Dong Nai in 2026 are substantial. Achieving double-digit GRDP growth will require decisive breakthroughs and concerted efforts. Therefore, agencies and units must act resolutely and accelerate the implementation of targets and tasks right from the outset of the year, turning challenges into aspirations for advancement.

Each Party committee is required to lead and direct its respective unit to develop implementation plans based on the principle of “six clarities”: clear personnel, clear tasks, clear timelines, clear responsibilities, clear outputs and clear authority. Once policies are agreed upon, unity in action must be ensured toward Dong Nai’s common development goals.
