Administrative reform: "Key" to socio-economic growth

In 2026, Dong Nai province has identified the strengthening of administrative discipline and order as a paramount and continuous task in direction and administration.

From the decisive leadership of the provincial leaders to the sense of responsibility of each agency and locality, the administrative apparatus has been synchronously rectified, operating seriously and orderly from the first working days of the Lunar New Year of the Horse, creating a solid foundation for administrative reform and sustainable socio-economic development.

Timely resolution of dossiers

At the Provincial Public Administration Service Center, the working atmosphere from the first days of the new lunar year has been urgent and serious. Nguyen Thi Hong (residing in Tran Bien ward), who came to have her administrative procedures resolved, shared: "Officials work on time and provide clear instructions. Dossiers are processed quickly, which makes us very excited."

The satisfaction of the people is also a clear evidence of the sense of responsibility of the team of officials and civil servants. Recorded on the first working day after the Tet holiday, staff of reception and results return divisions here were fully present, strictly implementing regulations on demeanor and working hours. The system for taking queue numbers and looking up dossiers operated smoothly; officials actively supported people in declaring and submitting online dossiers... The spirit of responsibility was demonstrated throughout each stage of work processing, ensuring timely and compliant resolution of dossiers.

Alongside the Provincial Public Administration Service Center, in other units and localities, orderly working practices were quickly put in place. The team of officials and civil servants strictly complied with public service regulations; proactively and urgently deployed and handled assigned tasks.

Ha Thi Yen Linh, justice - civil status specialist of Binh Long ward, said: In the past, closely following the direction of the province, the locality has always taken people's satisfaction as a measure of work quality. Ward officials and civil servants always uphold their sense of responsibility, proactively guide people in submitting dossiers and making online payments; promote dossier digitization, effectively exploit online public services and non-cash payments; thereby shortening processing time and ensuring the earliest possible results for people.

To achieve such a proactive and serious spirit, the province carried out dissemination and direction early on, both before and after the Tet holiday. Particularly, immediately after the National conference on studying, learning, thoroughly understanding, and implementing the Resolution of the 14th Party Congress took place on the morning of February 7, Comrade Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, requested Party committees, agencies, and units in the province to continue strictly implementing Directive No. 06-CT/TU, dated January 9, 2026, of the Provincial Party Standing Committee on organizing the Lunar New Year (Tet) of the Horse 2026, and at the same time, more efforts are needed to tighten administrative discipline and order from the first days of the year.

Comrade Ton Ngoc Hanh requested Party committees, Party organizations, agencies, and units to urgently stabilize their organization and working order after Tet; focus on leading and directing the synchronous and decisive implementation of key tasks in 2026. In particular, the responsibility of the leaders must be emphasized; promptly rectify any signs of negligence or non-compliance with administrative discipline and order, and be held accountable if stagnation or prolonged work occurs.

To strengthen administrative discipline and order, the Provincial People's Committee issued a decision to establish a Task force to inspect public service responsibility, discipline, and administrative order in the province. The Task force is led by Nguyen Huu Dinh, Provincial Party Committee member, Director of the Department of Home Affairs. The Task force is responsible for developing and implementing a plan for regular and unscheduled inspections of compliance with administrative discipline and order at agencies and state units; inspect as required by the Chairman of the Provincial People's Committee when necessary. At the same time, the Task force is also in charge of advising the Provincial People's Committee to direct the rectification of violations; monitor and urge the remediation of shortcomings and strictly handle cases of violations within their authority.

Linking administrative discipline with reform and development

From that consistent direction, administrative discipline is not only limited to the requirement of rectifying working practices but is also closely linked to the goals of reform and development.

In An Vien commune, the locality clearly defined key tasks right from the beginning of the year; regularly organized meetings to direct, inspect, and urge the implementation of resolutions of the Party Committee and the Commune People's Council; and at the same time actively removed difficulties, proposed to higher levels to consider and resolve issues beyond their authority, ensuring that tasks are implemented smoothly and effectively.

According to Duong Quoc Huong, Vice Chairman of An Vien Commune People's Committee, in 2025 - the first year of operating the new model, the commune completed and exceeded all key targets. Entering 2026, the commune continues to maintain a spirit of solidarity, strengthen discipline and order; innovate leadership and management methods; and is determined to effectively implement socio-economic development goals for the 2026-2030 period.

Comrade Nguyen Van Ut, Deputy Secretary of Dong Nai Provincial Party Committee, Chairman of the Provincial People's Committee, stated: In 2026, the province will continue to tighten administrative discipline and order, considering this a consistent requirement in direction and administration. Administrative reform is identified as a key task that must be implemented synchronously, drastically, and in depth, ensuring practical effectiveness.

The Chairman of the Provincial People's Committee emphasized: "Administrative reform not only creates maximum convenience for people and businesses but also contributes to improving the investment environment and enhancing the province's competitiveness. The results of reform are also a measure of the leadership and management capacity of each locality and unit."

With high determination and the synchronous involvement of the entire political system, Dong Nai is creating clear changes in administrative discipline and order right from the beginning of the Year of the Horse, thereby consolidating the trust of people and businesses and creating momentum to successfully achieve the development goals for 2026.
