Under the agreement, the two sides will pursue in-depth cooperation over the next five years across three key areas:
Firstly, regarding policy consultancy: UEH will focus on conducting research, providing policy consultancy, and offering feedback on socio-economic development policies, aiming for sustainable double-digit GRDP growth each year. Notably, the university will support Dong Nai in developing special mechanisms for regional cooperation in the Southeast region, particularly connections with Ho Chi Minh City, and advise on the development of interregional transport infrastructure.
Secondly, regarding human resource development: The two sides will coordinate to train high-quality human resources in economic management at the master’s and doctoral levels. At the same time, short-term training courses will be organized to enhance management capacity for officials from provincial departments, agencies, and commune-level People’s Committees.
Thirdly, regarding entrepreneurship and innovation: UEH will provide policy consultancy on entrepreneurship, innovation, and digital transformation with a focus on professionalism and long-term sustainability.
Speaking at the signing ceremony, Vice Chairman of the Provincial People's Committee Le Truong Son shared the notable socio-economic achievements of Dong Nai in 2025 with leaders of the University of Economics Ho Chi Minh City. The province recorded GRDP growth of 9.63 percent, and state budget revenue exceeded VND 100 trillion for the first time, significantly surpassing the target assigned by the central government. Dong Nai also achieved strong results in attracting foreign direct investment (FDI), in import and export activities, in administrative reform, in investment in key transport infrastructure projects, and in substantial improvements to the investment and business environment.
Vice Chairman Le Truong Son praised UEH’s long history, strong academic capacity, and credibility in policy consultancy, noting that previous cooperation between the two sides had delivered positive results. He expressed confidence that continued collaboration with the university would help Dong Nai develop new, breakthrough policies to seize opportunities in the next stage of development.

In particular, close coordination between the two sides is essential to swiftly translate signed commitments into practical outcomes.
From 2023 to 2025, Dong Nai Province and UEH worked effectively together on policy consultation and review, training for local officials, and organizing scientific conferences on provincial planning and leveraging the advantages of Long Thanh International Airport.
