The ninth session of the National Assembly (11th tenure) convened in Ha Noi on May 16 under the chairmanship of NA Chairman Nguyen Van An
During the session, scheduled to last through June 29, the NA will discuss the implementation of the socio-economic development tasks and the State budget; hear reports on the supervision of several issues and the settlement of voters petitions and answers to NA deputies queries; and decide matters on personnel and law making.
After an opening speech by NA Chairman An, Party General Secretary Nong Duc Manh briefed NA deputies of the results of the recent 10th Party National Congress. General Secretary Manh said that the Congress was unanimous on the assessment that
The Party and State have drawn valuable experiences and lessons on management and leadership from the "Doi Moi" process, he said.
The Party leader noted that the Congress affirmed its great determination to raise the Partys leadership and combativeness, bring into play the entire peoples strength, comprehensively promote the renovation process and take the country out of its underdeveloped status soon. He said this is the major topic for the Congress, and also the major orientation for ideological and practical activities of the Party and the people as a whole in the coming year.
Deputy Prime Minister Nguyen Tan Dung delivered a report assessing the implementation of the 2005 socio-economic development tasks, stressing that in 2005, the country fulfilled and surpassed almost all set targets and plans, made comprehensive achievements in socio-economic development, maintained national defence and security; and markedly improved its prestige in the international arena.
The report said: "However, the quality of economic growth and the competitiveness of many products and industries remain low. The sharp increases of the prices of many goods negatively affected production and peoples lives. But the export goods structure had improved only slowly. Wastefulness, losses and corruption in the utilisation of State financial resources has not been effectively prevented. There are still limits in land management and use. The quality of healthcare, cultural and educational services continued to fall short of demand. Social order and discipline were not strictly observed. Many traffic accidents occurred. The ecological environment has been seriously degraded. These matters should be addressed while giving instructions to the implementation of the 2006 plan."
Reviewing the first four months of this year, the report said that socio-economic development remained stable, industrial production continued to develop considerably, services saw progress, export and domestic markets continued expanding and the total value of retail sales sharply increased, contributing to economic growth.
In addition to these achievements, the report pointed to outstanding difficulties and shortcomings, including unstable industrial development. Even though national export revenues sharply increased, the average monthly increase of export value was still lower than planned. Disbursement of capital from government bonds remains slow. Corruption and other social evils remain complicated matters while the country lacks strict measures to prevent them.
In the afternoon, the NA will hear a report on the verification of the five-year socio-economic development plan (2006-2010); a statement to request the NA to ratify the 2004 State Budget balance-sheet; a plan on land use in the 2006-2010 period; a report on matters relating to allocation and use of major sources of capital, especially ODA capital through projects. The NA will also begin discussing the socio-economic development plan for the 2006-2010 period
