On June 15, Minister-Chairman of the Government Office Dang Xuan Phong signed and issued a document conveying the conclusion of Prime Minister (PM) Le Minh Hung at his working session with the Dong Nai City Party Committee (CPC)’s Standing Board on June 13. The meeting reviewed the implementation of socio-economic development tasks, efforts to achieve double-digit growth, public investment disbursement, the operation of the two-tier local government model, and several other key issues.

Dong Nai posts notable achievements
According to his conclusion, the PM acknowledged and commended the efforts and positive outcomes achieved by the Party Committee, authority and people of Dong Nai City, particularly in the first year of implementing the Resolution of the 14th National Party Congress, thereby contributing to the country’s overall achievements. In the first quarter of 2026, the city’s GRDP expanded by 9.76%, placing it among the fastest-growing localities nationwide. Its economic structure continued to shift in a positive direction toward industrialization, while agriculture, industry and services maintained stable growth.
Budget revenue reached 51% of the annual estimate, while total retail sales and service revenue increased by 16.37%. The Index of Industrial Production (IIP) rose by 13.59%, exceeding the national average of 9.1%. Investment attraction, exports and the implementation of Politburo Resolution No. 57-NQ/TW also recorded encouraging results. Meanwhile, administrative reform and efforts to improve the business environment remained a priority, helping the city rank among the leading localities in implementing Project 06. The local administration has functioned smoothly and efficiently, while long-delayed projects have been actively reviewed and addressed.
The PM also praised the city’s leadership for adopting innovative approaches, demonstrating a strong commitment to development, and maintaining unity and consensus.
Dong Nai urged to strive for annual GRDP growth of 10% or higher
Regarding key tasks in the coming period, the PM stressed that Dong Nai must renew its mindset, working methods and governance approach to ensure the fulfilment of its 2026 growth targets. Each agency, unit and public servant must uphold a proactive and innovative spirit, handle matters within its authority, and act decisively and effectively. At the same time, the city should boldly propose breakthrough mechanisms and policies to the central authorities, benefiting both Dong Nai and the nation as a whole.
Furthermore, the city was urged to thoroughly and effectively implement the Resolution of the 14th National Party Congress, resolutions and conclusions of the Party Central Committee (PCC), Politburo, PCC’s Secretariat, the National Assembly (NA) and the Government. Particular emphasis should be placed on the Politburo’s strategic resolutions, Conclusion No. 18-KL/TW of the second plenum of the 14th PCC, Government Resolution No. 109/NQ-CP, and tasks assigned under the conclusion of Party General Secretary and State President To Lam at his working session with Dong Nai City on May 18, 2026.
The PM called for the vigorous implementation of tasks outlined in Conclusion No. 18-KL/TW that are scheduled for completion in 2026. This includes carefully studying the Government’s regular meeting resolution for May, accurately identifying causes of existing shortcomings and introducing practical solutions to achieve and surpass assigned targets. In addition, the city should review and update its growth scenarios in line with new developments and practical requirements. Specific targets, responsibilities and deadlines must be assigned to departments, sectors and localities, while members of the CPC’s Standing Board and the municipal People’s Committee should directly oversee implementation. The city must strive to achieve annual GRDP growth of 10% or higher.
Authorities were also instructed to proactively support businesses, particularly those in the private sector, intensify trade promotion, expand markets and accelerate major projects. Administrative procedures should be further streamlined, while decentralization and delegation of authority must be strengthened. At the same time, stalled and prolonged projects must be promptly resolved in accordance with directives from the Politburo, the NA and the Government, allowing them to become operational as soon as possible to contribute to socio-economic development.

The PM requested Dong Nai to review, update and supplement urban and rural planning schemes, while determining the earliest possible timeline for completion, especially those related to Long Thanh International Airport. The city was instructed to work closely with the Ministry of Construction to finalize plans for technical infrastructure and transport connectivity serving the airport, ensuring synchronized development that supports Dong Nai’s socio-economic growth. Moreover, relevant ministries, agencies and stakeholders were asked to promptly resolve obstacles affecting the Long Thanh International Airport project within June 2026, ensuring the airport is completed and put into operation by the end of 2026.
Specific directions for key sectors
In terms of industry and construction, the PM urged Dong Nai to strengthen its position as a modern industrial hub of the Southern Key Economic Region and the country. Selective investment attraction should be promoted across industrial parks, with priority given to high-tech projects, supporting industries, precision engineering, automation and new energy-saving materials. Simultaneously, the city should accelerate strategic transport and infrastructure projects, particularly those connected to Long Thanh International Airport.
The city was also encouraged to integrate plans for urban development, eco-tourism, resort tourism and sports facilities, forming a modern and smart urban ecosystem surrounding the airport. Preferential policies should be introduced to attract investment in deep-processing facilities for rubber, timber and other key agricultural and industrial products.
With regard to trade and services, the PM emphasized the need to shift from a model based on “high-volume production and raw exports” to one centered on “green exports, digital exports and high value-added products.” Taking advantage of the development opportunities generated by Long Thanh International Airport, Dong Nai should accelerate the development of logistics centres, inland container depots (ICDs) and high-quality commercial and service facilities in major urban areas. Businesses should also be supported in adopting cross-border e-commerce, digital traceability systems and international green standards to safeguard and strengthen the city’s solid trade surplus position.
Notably, the PM highlighted the importance of implementing directives from General Secretary and State President To Lam on rental housing development. He called for a shift in thinking from prioritising home ownership toward ensuring that every citizen has access to adequate housing. The city was further tasked with strengthening state budget management, resolving obstacles to achieve a 100% public investment disbursement rate, while completing its medium-term public investment plan for 2026-2030. Investment allocations must follow principles of efficiency and prioritization, with the number of projects reduced by at least 30% compared with the 2021-2025 period.
The PM stressed the need to ensure the smooth and effective operation of the two-tier local government model. Dong Nai should actively propose improvements to mechanisms and policies concerning staffing, decentralisation, delegation of authority, and delineation of powers and grassroots implementation capacity. Accordingly, the city must accelerate the reorganization of hamlets and residential groups, assess the quality of commune- and ward-level officials, and arrange personnel accordingly, including the rotation of officials from departments and agencies to grassroots units where necessary. Recruitment should also be conducted in line with central guidelines. In parallel, greater attention should be paid to training and developing grassroots officials. Administrative discipline and order must be strengthened while encouraging innovation and protecting officials who dare to think and act for the common good.
The PM also called for comprehensive and substantive implementation of Politburo Resolution No. 57-NQ/TW across all sectors. Priority should be given to completing databases, especially in the land sector, while promoting the development of core and strategic technologies such as artificial intelligence, big data, semiconductors, robotics and automation. Efforts should be made to build a smart city, develop synchronized digital and telecommunications infrastructure, and connect local databases with national and sectoral systems. Dong Nai should focus on training high-quality human resources, particularly in automation and logistics, while piloting and commissioning scientific and technological research in fields where it holds competitive advantages. The city should also accelerate the establishment of a dedicated digital technology park and an innovation centre.
Additionally, the PM underscored the importance of Party building and fostering a united, transparent, democratic and effective administrative system. He called for a professional, clean and dedicated civil service committed to serving the people, while promoting accountability and exemplary conduct among officials and public servants.
Ministries, sectors assigned to address Dong Nai’s proposals
Regarding Dong Nai City’s proposal to seek a Politburo resolution on the city’s development through 2035 with a vision to 2065, the PM assigned the ministries of Finance, Justice, Construction, Agriculture and Environment, along with relevant agencies, to coordinate closely and assist the city in finalising the draft resolution for submission to the Politburo.
With respect to the proposal on special mechanisms and policies for Dong Nai’s development, the PM directed the Ministry of Finance to urgently implement instructions set out in Official Dispatch No. 5274/VPCP-QHDP dated June 6, 2026. Relevant ministries and agencies were requested to support the city in completing the necessary documents for submission to the NA at its nearest session.
On budget-related recommendations, the PM noted that Dong Nai had committed to achieving and surpassing its growth, budget revenue and public investment disbursement targets. Therefore, he expressed support in principle and tasked the Ministry of Finance with studying the proposal and reporting to competent authorities for consideration.
As for Central budget support for regional connectivity and key projects, the Ministry of Finance was assigned to coordinate with the municipal People’s Committee during the preparation of the 2026-2030 medium-term public investment plan. Priority should be given to projects capable of enhancing the city’s role as a national growth pole. The Government would consider additional central budget support on the condition that the city accelerates public investment disbursement, reduces the ICOR coefficient, achieves or exceeds growth targets, and contributes additional revenue to the central budget. Projects must also be thoroughly prepared and demonstrate high efficiency.
In his conclusion, the PM also provided guidance on several proposals, including adjustments to the investment policy for the Gia Nghia–Chon Thanh section of the western North-South Expressway, reviews of commune-level administrative units following reorganisation, and the preparation of Dong Nai City’s master plan.

The Ministry of Construction was instructed to coordinate closely with Ho Chi Minh City, Dong Nai City and relevant localities to ensure adequate supplies of construction materials and labour for national key projects, especially Long Thanh International Airport. The Minister of Justice was assigned to work with Ho Chi Minh City, Dong Nai City and relevant ministries to study and propose new breakthrough and special mechanisms for local development within the draft Law on Special Urban Areas, allowing future application not only in Ho Chi Minh City but also in Dong Nai and other localities.
The PM assigned the Minister of Agriculture and Environment to coordinate with relevant ministries and agencies, Dong Nai City and Lam Dong provincial People’s Committee in promptly submitting to the Government a resolution on the transfer of Cat Tien National Park to the management of Dong Nai municipal People’s Committee, with completion required before June 30, 2026. Meanwhile, the Ministry of Home Affairs was tasked with taking the lead and coordinating with the Ministry of Agriculture and Environment, Dong Nai municipal People’s Committee and Lam Dong provincial People’s Committee to prepare a proposal on adjusting Dong Nai’s administrative boundaries following the transfer of the entire Cat Tien National Park area to the city’s management. The proposal must be submitted to competent authorities before July 15, 2026.
