PM Le Minh Hung: Dong Nai must reinforce its role as a key driver of national growth

Concluding a working session with Dong Nai City Party Committee (CPC)’s Standing Board on June 13, Politburo member and Prime Minister (PM) Le Minh Hung praised the efforts and achievements of Dong Nai’s Party Committee, authorities and people, particularly during the city’s first year operating under the new urban governance model. He noted that these achievements have made an important contribution to the country’s overall development.

The PM stressed that Dong Nai still has considerable potential for further development. He urged the city to clearly identify existing shortcomings and bottlenecks and adopt targeted solutions to address them. He also requested that Dong Nai set even more ambitious growth targets in 2026 than those already planned, including higher targets for public investment disbursement and the implementation of key projects, given the city’s important role as one of the country’s major growth engines.

Dong Nai must adopt a more innovative and breakthrough-oriented development mindset while proactively proposing mechanisms and policies to the central government in order to mobilize additional resources for development.

To achieve its 2026 growth targets, Dong Nai was asked to fully and effectively implement the Resolution of the 14th National Party Congress, along with relevant resolutions and conclusions issued by the Party Central Committee, the Politburo, the Secretariat, the National Assembly and the Government. Particular attention should be paid to the Politburo’s strategic resolutions, the Resolution of the first Dong Nai City Party Congress and the seven key tasks outlined by Party General Secretary and State President To Lam during his working visit to Dong Nai on May 18, 2026. The city was also instructed to update its growth scenarios, review socio-economic performance during the first five months of the year and assign specific tasks to departments, sectors and localities accordingly.

The PM called on Dong Nai to continue supporting businesses, particularly private enterprises, by facilitating market access and strengthening trade promotion activities. He also requested the Ministry of Construction to closely coordinate with Ho Chi Minh City and Dong Nai City to ensure sufficient construction materials and labor resources for the Long Thanh International Airport project.

In addition, Dong Nai was urged to continue accelerating administrative reform, improving the investment and business environment, and creating more favorable conditions for citizens and enterprises. The city should also focus on resolving long-delayed projects in accordance with legal regulations and decentralization policies applicable at the time of resolution. At the same time, Dong Nai was instructed to coordinate closely with the Ministry of Construction and Ho Chi Minh City to comprehensively review planning schemes, particularly those related to Long Thanh International Airport, in order to ensure synchronized infrastructure development and maximize the airport’s effectiveness.

The PM requested Dong Nai to make every effort to achieve a 100% public investment disbursement rate this year and promptly finalize its medium-term public investment plan for the 2026–2030 period, linked to socio-economic accounting requirements for evaluating investment efficiency. He emphasized the principle of concentrating investment resources and reducing the number of projects by at least 30% compared with the 2021–2025 period. Dong Nai must carefully calculate priorities and establish an appropriate implementation roadmap.

Regarding infrastructure development, Dong Nai was also directed to coordinate closely with the Ministry of Construction and the Airports Corporation of Vietnam (ACV) to promptly address any technical and legal obstacles affecting the Long Thanh International Airport project, bringing the airport into operation by the end of 2026. This remains the Government’s top priority, with no exceptions regarding project deadlines. The city was also asked to complete all remaining land clearance work and ensure sufficient site handover for outstanding project components. Furthermore, Dong Nai should accelerate the implementation of strategic connectivity projects, including expressways, ring roads and railway systems.

With respect to rental housing development, the PM requested the city to thoroughly implement the directions of Party General Secretary and State President To Lam stated in Notice No. 64-TB/VPTW dated May 22, 2026, as well as the Government’s directions in Notices No. 262/TB-VPCP dated May 26, 2026 and No. 286/TB-VPCP dated June 4, 2026. The PM also called on Dong Nai to view rental housing development as a strategic priority rather than a short-term solution, noting that this area will receive strong policy support from the central government in the coming years. The city was encouraged to proactively propose mechanisms and policies to accelerate rental housing development while continuing to expand commercial housing segments.

The PM also requested Dong Nai to ensure the smooth operation of the two-tier urban government model and proactively propose recommendations related to decentralisation, delegation and delineation of authority and grassroots implementation capacity. The city should assess the quality of staffing at ward- and commune-level administrations and ensure timely personnel arrangements, rotations and supplementary recruitment in accordance with regulations.

In addition, Dong Nai was instructed to effectively implement Politburo Resolution No. 57-NQ/TW, complete sectoral databases, particularly those related to land management, and accelerate the development of core technology systems focusing on ten strategic technology groups serving the city’s development needs. The PM encouraged the city to boldly pilot and commission scientific and technological research projects in sectors where Dong Nai possesses strong potential and competitive advantages, to continue effectively implementing policies related to social welfare, ethnic affairs and religious affairs.
