Dong Nai City officially breaks ground on Vietnam’s first social housing-for-rent project

On June 12, the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Dong Nai City officially broke ground on the Long Binh social housing-for-rent project (phase 1).

The groundbreaking ceremony was attended by Vu Hong Van, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Dong Nai City Delegation of National Assembly’s Deputies; Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairwoman of the Dong Nai City People's Council; Nguyen Van Ut, Deputy Secretary of the City Party Committee, Chairman of the Dong Nai City People's Committee; Vo Tan Duc, Deputy Secretary of the City Party Committee; Huynh Thi Hang, Deputy Secretary of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the city; Thai Bao, Deputy Secretary of the City Party Committee, Head of the Organization Commission of the City Party Committee.

Pioneering in concretizing new policies of the Central Government

Speaking at the groundbreaking ceremony, Deputy Secretary of the City Party Committee, Chairman of the Dong Nai City People's Committee Nguyen Van Ut said the project represents a concrete step in implementing the Party and State’s policy on developing social housing and rental housing, as well as Party General Secretary and State President To Lam’s instruction in Notification No. 64-TB/VPTW, issued on May 22, 2026 by the Office of the Party Central Committee, on developing a rental apartment model for workers, laborers, and low-income individuals. In the meantime, Dong Nai City solemnly held the groundbreaking ceremony for the project on June 12.

According to the city's People's Committee leader, Dong Nai is currently one of the leading industrial, logistics, and service centers in the country, with 89 industrial parks and 68 industrial clusters planned; of which 44 industrial parks and 12 industrial clusters are already in operation, attracting over 700,000 workers to live and work. The rapid development of industry has been a strong driver of economic growth, while also placing increasingly high demands on housing, social infrastructure, and essential living conditions for workers.

Reality shows that, for sustainable development, in addition to investing in economic infrastructure, attracting investment, and expanding production, localities must pay special attention to workers' lives. Housing is not just a place to live, but also a foundation for workers to stabilize their lives, work with peace of mind, commit to businesses, and contribute long-term to local development.

In line with this requirement, Dong Nai City has consistently identified social housing development as an important task, with both economic and profound humanistic significance. The city has been creating all favorable conditions for businesses to participate in social housing development, gradually meeting the increasing needs of workers, low-income individuals, and policy beneficiaries.

The project, whose construction began today, is not merely about building housing. It is also a project of profound social significance. The city expects the project to create a civilized, modern living environment with all essential amenities, help improve residents' quality of life, and realize the goal of "settling down to start a career."

In the new stage of development, Dong Nai City is focusing on effectively leveraging strategic growth drivers, including Long Thanh International Airport, new-generation industrial parks, logistics centers, and regional transport networks. However, the city has consistently maintained that economic growth must go hand in hand with social welfare, improved residents' quality of life, and sustainable urban development.

A modern city is measured not only by the scale of its infrastructure or its rate of economic growth, but also by its capacity to meet the essential needs of its people, including housing. Therefore, in the coming period, the city will continue to devote attention, resources, and suitable land reserves to further promote the development of social housing. It will also continue to reform administrative procedures and create a favorable environment for businesses to invest in projects that serve the community.

To ensure the project is implemented on schedule, with guaranteed quality and investment efficiency, the Chairman of the City People's Committee requested departments, agencies, and localities to: Continue to coordinate closely and promptly resolve difficulties and problems that arise; and at the same time, strengthen inspection and supervision throughout the implementation process. For construction units, it is necessary to maximize resources, organize scientific construction, ensure project quality, implementation progress, and strictly comply with regulations on labor safety, environmental protection, and technical standards as prescribed.

At the same time, the city leader requested accelerating construction and shortening the project implementation schedule, with the spirit of "doing it fastest, most efficiently," to soon have products serving workers and residents.

Thousands of affordable rental apartments coming soon for workers

The Long Binh social housing for rent project is built on a land area of approximately 1.52 hectares within the 12.17-hectare land plot in Long Binh ward. According to the planning orientation, the entire area will develop about 10,000 social housing units for rent along with a synchronous social infrastructure system, including schools of all levels, kindergartens, green parks, and many public service facilities serving residents.

The project implementation area is located in a locality with numerous key industrial parks, including Amata, Bien Hoa II, Ho Nai, Loteco, and Agtex Long Binh. This is also an area with a very high demand for stable, safe, and affordable rental housing for residents.

Phase 1 of the project includes two 20-story apartment blocks with approximately 1,000 rental apartments ranging from 30 to 70 square meters, meeting current technical standards and regulations for social housing. The project is integrated with a technical infrastructure system, parking lots, green spaces, community living areas, fire protection systems, security surveillance, and resident amenities. The total estimated investment is about 1.36 trillion VND from the city budget. The project implementation period is 1 year from the date of capital allocation, as per the plan.

Upon completion, the project will provide approximately 1,000 rental apartments, helping meet the housing needs of residents, workers, laborers, and those eligible for social housing policies as prescribed.

At the groundbreaking ceremony, Nguyen Anh Tuan, Deputy Director of the Dong Nai City Construction Investment Project Management Board, affirmed: The project owner will coordinate closely with relevant agencies to implement the project in accordance with regulations, ensuring construction quality, labor safety, environmental protection, efficient use of investment capital, and completion on schedule.

Representing the construction unit, Tran Thanh Hai, General Director of Sonadezi Corporation, committed: To mobilize full resources, personnel, equipment, and apply appropriate technical solutions to organize construction work, ensuring quality, progress, labor safety, and environmental protection; implementing the project in accordance with the approved planning, design, and current legal regulations. The representative of the construction unit also expressed determination and efforts to bring the project to completion on schedule.

The Long Binh social housing-for-rent project marks an important starting point in Dong Nai City's strategy to develop rental social housing. Following this project, Dong Nai City will continue to implement rental social housing projects in areas with high concentrations of industrial parks, such as Nhon Trach, Long Thanh, and other key areas driving economic development.

The synchronized development of social housing for rent will help create conditions for workers, laborers, cadres, civil servants, public employees, and those in need of housing to access suitable accommodation within their financial means. Meanwhile, it will ensure social welfare, stabilize human resources, and enhance the locality's competitiveness in attracting investment.
