Since late 2025, the standing members of the Dong Nai Provincial Party Committee, now the Dong Nai City Party Committee (CPC), has demonstrated strong determination to achieve the city's socio-economic development targets for 2026. The specific goals and targets have created both pressure and momentum for the entire political system to join efforts to fulfill them.

At a September 23 working session between the CPC’s Standing Board and the city's finance sector, Vu Hong Van, Member of the Party Central Committee, Secretary of the CPC, stressed: “Dong Nai is determined to fundamentally renew its development thinking beyond the limits of a single term while mobilizing all necessary resources to make a breakthrough in the city's development in the new era, for the happiness of its people and the development of the country.”
Laying the foundation for growth
According to the city's Department of Finance, Dong Nai's key growth drivers have remained stable, helping keep GRDP growth on track with the set growth scenario. As of late September 2026, the city had disbursed more than VND17 trillion in public investment capital, equivalent to 65.8% of the capital plan following expenditure savings. Public investment disbursement has improved significantly compared with previous years.
Foreign direct investment (FDI) and domestic investment in the city's industrial parks and economic zones have also gained momentum, thanks to high-quality infrastructure nearing completion and transparent and fair investment policies.
These results have been achieved partly through direct working sessions chaired by the standing members and Standing Board of the CPC with departments, sectors and localities to provide direction and remove bottlenecks. The city has also taken timely measures to strengthen land management, accelerate administrative reform and address the tendency to shirk assigned responsibilities. Assessing and classifying officials based on their performance has helped raise their sense of responsibility and professionalism in serving residents and businesses.

Sojitz Group has received strong support and favorable conditions from the city People's Committee and relevant departments and agencies in completing investment procedures. Following the successful development of Long Duc 1 and Long Duc 2 IPs in Binh An commune, which have attracted a number of major investors, Sojitz is now developing Long Duc 3 IP.
We expect to make an even greater contribution to Dong Nai's development, particularly by enhancing the quality of investment attraction, thereby contributing more to economic growth and budget revenues.
During the first nine months of 2026, the city also advanced a number of large-scale projects with significant spillover effects, including the Ma Da bridge project and key transport routes connecting to Long Thanh International Airport, with combined investment capital of tens of trillions of VND. Notably, in late September 2026, in fulfillment of its commitment to the Prime Minister, Dong Nai officially broke ground on the Cat Lai and Long Hung cable-stayed bridges, with total investment capital of up to VND37 trillion.
Meanwhile, the Phuoc Khanh cable-stayed bridge on the Ben Luc–Long Thanh expressway, connecting Dong Nai with Ho Chi Minh City and Southwestern provinces, was officially opened to traffic, creating more favorable conditions for residents and businesses.
In 2026, many enterprises that won land-use rights auctions quickly began construction after receiving procedural support from the city People’s Committee, with the aim of bringing their products to market at an early date. Notable projects include a commercial apartment project on Phan Trung Street in Tam Hiep ward and a commercial housing project on Vo Thi Sau Street in Tran Bien ward.
For social housing projects, the Department of Construction has not only facilitated the necessary procedures but also conducted regular inspections and urged investors to accelerate progress. The aim is to add 2,000 apartments in 2026 and 60,000 apartments during the 2026–2030 period.
Stepping up efforts in final months
Dong Nai's GRDP grew 9.81% in the first six months of 2026. To achieve the annual growth target of 11%, the city needs to achieve growth of 12.05% in the second half of the year. Under the growth scenario developed by the city People's Committee, GRDP is expected to grow 11.53% in the third quarter and 12.52% in the fourth quarter.
Alongside the ambitious growth target, the CPC has tasked the city People's Committee, particularly the finance sector, with collecting an additional VND78 trillion-plus in the remaining months of 2026 to achieve the year's budget revenue target of VND150 trillion. This is significantly higher than the VND100.4 trillion target assigned to Dong Nai by the Government.

Truong Thi Huong Binh, Director of the Department of Finance, said that to fulfill the tasks assigned by the CPC’s standing members, the department had proactively advised the City People's Committee on translating the growth scenario into specific targets for each sector, industry and revenue source.
The finance sector is prioritizing the allocation of resources for strategic infrastructure projects, inter-regional transport infrastructure and economic zones to generate direct economic spillover effects. At the same time, measures to tighten budget discipline, reduce recurrent expenditure and resolve site-clearance bottlenecks are being implemented in a coordinated manner, with the city striving to disburse 100% of planned capital as committed to the Prime Minister.
Another key measure is to advise the City People's Committee on maintaining the momentum of industrial production, supporting businesses in maintaining and expanding production, and prioritizing the attraction of large-scale high-tech projects. The city is focusing on resolving difficulties facing the private sector, improving the investment environment and streamlining administrative procedures to help businesses secure more orders.
Projects capable of generating products and added value within 2026 are being closely monitored to accurately assess their contribution to the city's gross regional product.
The review and handling of surplus public assets following the restructuring of the organizational apparatus and streamlining of the political system are also being accelerated in accordance with regulations. The determination of specific land prices for land-use rights auctions across the city is being carried out in line with the direction of the CPC and resolutions of the City People's Council. Revenue from this land bank will not only provide a timely boost to the city budget but also unlock land resources for socio-economic development.
