According to the Department of Construction (DoC), on December 4, 2025, the Standing Committee of the Dong Nai Provincial Party Committee (now Dong Nai Municipal Party Committee) issued Plan No. 23-KH/TU to implement Conclusion Notice No. 420. The Standing Committee also issued Decision No. 122-QD/TU to establish a steering committee responsible for the implementation. The City People’s Committee subsequently issued its own implementation plans, identified key tasks and assigned specific responsibilities to the relevant agencies and units.

Of the 23 key tasks outlined under Conclusion Notice No. 420, eight have been completed, while the other 15 remain underway.

A review of the first year of implementation found that strong leadership from the CPC and the City People’s Committee, supported by monthly coordination meetings of the steering committee, had yielded several notable results. These included completing site clearance and handover for the Ho Chi Minh City–Long Thanh–Dau Giay and Ben Luc–Long Thanh expressways; clearing 5,000 hectares of land for the Long Thanh Airport project; making progress on component projects of Ho Chi Minh City’s Ring Road 4; incorporating 130 tourism areas and sites into planning; implementing workforce training programs; and drawing up a plan for a logistics conference in 2026. However, some tasks remain behind schedule.

At the meeting, Deputy Secretary Vo Tan Duc praised the agencies and units involved for completing the eight key tasks. He said the results marked important progress in developing strategic infrastructure, expanding the city’s development space and driving investment attraction.

Duc called on the relevant agencies and units to accelerate work on the 15 outstanding tasks. For each task, they must specify the work remaining, identify the lead and coordinating agencies, set a completion deadline and flag any issues beyond their authority for escalation. For projects dependent on document handovers, boundary demarcations or decisions by central authorities, the agencies concerned must coordinate proactively and adjust their schedules to reflect actual conditions. They must also ensure that delays do not arise from matters within the city’s control.

For tasks behind schedule, the agencies concerned must identify both objective and subjective causes and clarify the responsibilities of the lead agencies, coordinating units, project owners, contractors and individuals involved. Their assessments must be specific, transparent and supported by evidence, with clear accountability at every level. They must also propose corrective measures and set firm deadlines for completion.

Duc stressed that seamless transport links to Long Thanh Airport are essential to the airport’s operational efficiency and will have a direct impact on urban development, logistics and the city’s competitiveness. He called for all relevant transport connections to be ready for smooth operation when the airport opens.
