Dinh Quan Commune determined to achieve new-style rural development goals

Dinh Quan Commune was formed through the merger of four administrative units, including Gia Canh, Ngoc Dinh and Phu Ngoc communes and Dinh Quan Township. Building on its achievements as one of the city’s leading localities in new-style rural development, Dinh Quan Commune is determined to become one of the first localities in the country to meet new-style rural standards under the 2026–2030 period. The commune has basically completed the criteria and targets required for new-style rural recognition in 2026.

A key feature of the commune’s approach is its focus on developing increasingly modern, synchronized and multifunctional socio-economic infrastructure, while boosting production and raising residents’ incomes in tandem with modern new-style rural development.

Transforming rural landscape

Dinh Quan Commune has prioritized investment in essential rural infrastructure. Electricity, roads, schools, health stations, cultural facilities and centralized clean water systems have been developed in a coordinated manner, helping transform the rural landscape, drive socio-economic development and improve residents’ direct access to the benefits of development. Rural transport infrastructure has expanded in scale and been upgraded in quality, giving the locality a new look and greater vitality. The power grid covers the entire commune and basically meets household and production needs while ensuring technical standards, reliable and stable electricity supply, safe power corridors and improved visual appeal.

The commune has prioritized resources for developing centralized clean water systems. Roads connecting concentrated production areas, inter-hamlet roads and inter-field lanes have also been upgraded, creating clean and attractive rural areas. Efforts to improve rural landscapes and create bright, green, clean and beautiful surroundings, along with initiatives to enhance the effectiveness of community-based environmental self-management teams, have been carried out across residential groups and hamlets. Model residential areas have been equipped with bright, green, clean and attractive roads, while waste sorting at source has been implemented. Public security and order have been maintained, with a united and civilized community.

Dinh Quan Commune has basically met all new-style rural criteria, with only the completion of supporting documentation left to be completed. Throughout the process, the locality has demonstrated strong determination to achieve its targets and plans.

Pham Xuan Dien, Head of Phu Ngoc Hamlet, said the hamlet’s model roads had been developed over many years. The roads are kept clean and attractive, with flowers and ornamental trees planted along both sides and regularly cared for. Residents have a strong sense of collective responsibility for maintaining environmental hygiene. The lighting system has been regularly maintained, while residential areas have maintained a cultured and civilized way of life.

Phan Thanh Nhan, Vice Chairman of the Dinh Quan Commune People’s Committee, said Dinh Quan is one of six communes in the city striving to meet the new-style rural criteria for 2026–2030 in 2026. The commune has completed supporting documentation and submitted proposals to city departments and agencies for appraisal of 42 out of 47 targets. The remaining targets, including effective implementation of e-commerce activities and the proportion of households meeting the “Five No's, Three Cleans, Three Safeties” standards, are being finalized in terms of supporting documentation. Regarding the target on the proportion of households using clean water meeting technical standards, the supporting documentation is basically complete, with only one water quality testing requirement still being carried out. For the target on growth in average per capita income, the commune People’s Committee is coordinating with local statistical office to conduct a survey of average per capita income in the area.

Toward modern new-style rural development

With agriculture as its strength, Dinh Quan Commune is focusing on restructuring crops and livestock toward those with higher economic value. The locality encourages the application of science and technology in production, improving product quality to meet export standards and developing large-scale commodity agriculture. The One Commune One Product (OCOP) program has been implemented effectively, helping increase the added value of agricultural products. The commune is also promoting rural industries and rural tourism, improving the performance of cooperatives and supporting rural startups. The locality plans to continue focusing on high-tech and organic agriculture while supporting value-chain linkages associated with agricultural preservation and deep processing to increase production value.

Nguyen Cao Cuong, Member of the Dong Nai City Party Committee, Secretary of the Dinh Quan Commune Party Committee, Chairman of the Commune People’s Council, said that in September 2026, the commune basically met all new-style rural criteria and was seeking feedback to finalize the supporting documentation. In particular, regarding average per capita income, the commune aims to achieve double-digit growth in line with the city’s target and the nationwide campaign launched by the Central authorities. Local budget revenues have also exceeded the set target. The commune’s advantage in building new-style rural areas lies in continuing to build on the foundation and achievements of the previous new-style rural development period. The local political system is determined to make Dinh Quan one of the first localities in the country to meet new-style rural standards in 2026, providing a foundation for the commune to strive for modern new-style rural status by the end of the current term.

At a working session on Dinh Quan’s new-style rural development results, To Thuy Nga, Head of the New-style Rural Development Division under the Central Coordination Office for National Target Programs of the Ministry of Agriculture and Environment, said the new-style rural development goals for 2026–2030 present many challenges and require strong determination and decisive action. Dong Nai has set ambitious targets, as its new-style rural criteria for 2026–2030 include a number of indicators and standards that are higher than those in the national criteria. Dinh Quan Commune, she noted, has adopted several effective and innovative approaches to new-style rural development. Most of the commune’s remaining criteria, she added, involve completing supporting documentation. She expressed her expectation that Dinh Quan would be among the first localities nationwide to achieve new-style rural standards in 2026.
