Dong Nai determined to meet 2026 new-style rural development targets

On September 18, Nguyen Thi Cat Tien, Vice Chairwoman of the Dong Nai City People's Committee, chaired a working session with the city's Steering Committee for the National Target Program on New-style Rural Development and Sustainable Poverty Reduction to review implementation in the first nine months of 2026 and outline tasks for the remainder of the year.

The Department of Agriculture and Environment advised the City People's Committee to submit Resolution No. 07/2026/NQ-HDND, dated July 9, 2026, to the City People's Council for adoption. The resolution sets out principles, criteria and norms for allocating state budget funds to implement the program during the 2026-2030 period. It was the earliest resolution to be issued among those for the five national target programs. Dong Nai was also one of the first four localities nationwide to issue a resolution on the implementation of the program. In addition, Dong Nai was among the first five localities nationwide to issue criteria for recognizing new-style rural communes for the 2026-2030 period.

In 2026, six communes, Phu Vinh, Dinh Quan, Thong Nhat, Cam My, Xuan Dinh and Xuan Bac, are striving to meet the new-style rural commune standards under the 2026-2030 criteria. Regarding progress in submitting dossiers for new-style rural development in 2026, the communes have so far submitted dossiers for 153 of the 282 indicators, accounting for 54% of the total. As for the appraisal results, eight indicators have so far been confirmed by the relevant departments and agencies to meet the requirements.

Implementation has faced several difficulties, including delays in the issuance of guidance by ministries and sectors on the assessment and implementation of new-style rural development criteria. Income disparities among localities also remain relatively wide, while incomes in some mountainous, border and ethnic minority areas remain low. Several criteria and indicators under the 2026-2030 new-style rural commune standards also remain below the required levels, including the proportion of rural residents using clean water from centralized water supply systems, the smart village model, and the use of AI-powered security camera systems.

In addition, some communes have encountered difficulties in preparing supporting documents to demonstrate compliance with the criteria. One such issue concerns the indicator on the growth rate of average per capita income, as no methodology for conducting the income survey has yet been issued.

Vice Chairwoman Nguyen Thi Cat Tien said a review of dossiers and reports, together with assessments by relevant departments and agencies, showed that the six communes seeking to meet the new-style rural commune standards in 2026 had largely met the required criteria and indicators. Xuan Dinh Commune has met all 47 indicators, while the other communes still have several indicators to complete. She asked the communes to review and complete the remaining criteria and indicators in September, while departments and agencies were required to closely monitor implementation and provide timely support to the localities.

Based on guidance from the Vietnam Fatherland Front Committee of Dong Nai City, the communes must develop plans to collect residents' opinions on their satisfaction with the results of new-style rural development. Local authorities, municipal departments and agencies must coordinate effectively, act urgently and focus on completing the remaining tasks with strong determination to achieve the set goals and plans.
