Accelerating site clearance for Ho Chi Minh City’s Ring Road 4 Project

Authorities and localities along the section of Ho Chi Minh City’s Ring Road 4 running through Dong Nai City are accelerating site clearance, aiming to complete the handover of the required land in 2026.

The Ho Chi Minh City’s Ring Road 4 section through Dong Nai City is more than 46 kilometers long, including Thu Bien Bridge.

The Ho Chi Minh City’s Ring Road 4 is the largest road project ever undertaken in the Southeast region.

Many localities near “the finish line”

The Ho Chi Minh City’s Ring Road 4 section through Tan An Commune is more than 6 kilometers long. To facilitate project construction, Tan An Commune and relevant agencies must acquire more than 47 hectares of land in Phase 1. According to the Tan An Commune People's Committee, recognizing the project as a key undertaking, the locality has focused on leadership and direction while regularly monitoring site-clearance progress.

Le Anh Tuan, Chairman of the Tan An Commune People's Committee, said the locality has so far handed over approximately 93% of the Phase 1 site. For the remaining cases, the locality continues to coordinate with relevant agencies and units to conduct information dissemination, mobilize residents, hold dialogues and address people’s petitions in order to increase the handover rate.

The Ho Chi Minh City’s Ring Road 4 project section through Dong Nai City passes through nine communes and wards: Xuan Duong, Xuan Que, Binh An, An Vien, Binh Minh, Hung Thinh, Tan An, Dau Giay and Trang Bom.

At the same time, Tan An Commune is coordinating the implementation of Phase 2 site clearance, covering more than 13.7 hectares around the Thu Bien Bridge interchange, a local-road interchange and culverts, with the goal of completing the handover of the entire project site in 2026.

In Binh An Commune, the Ho Chi Minh City’s Ring Road 4 section running through the locality is approximately 4.3 kilometers long. To implement the project, the locality and relevant agencies must acquire more than 31 hectares of land.

According to Duong Van Nhan, Chairman of the Binh An Commune People's Committee, the locality has completed the handover of all land used by households and individuals within the project area. In September 2026, after completing the handover of the rubber-growing area within the project site, the locality will complete the handover of the entire road corridor passing through the commune.

Meanwhile, in Binh Minh Commune, the locality has completed the handover of approximately 93% of the required site area out of more than 22 hectares affected by the project, exceeding the target assigned by the city People's Committee. Chairman of the Binh Minh Commune People's Committee Tran Duc Hoa said the locality is accelerating the process and aims to complete the handover of the entire project site in November 2026.

According to the city's Traffic Construction Investment Project Management Board, implementation of the Ho Chi Minh City’s Ring Road 4 project requires Dong Nai City to acquire and clear more than 443 hectares of land, including more than 302 hectares in Phase 1. To date, approximately 62% of the total Phase 1 site has been handed over.

Main expressway section targeted to break ground in September 2026

Under the National Assembly's resolution, the Ho Chi Minh City’s Ring Road 4 project section through Dong Nai City is divided into two component projects: Component Project 1-2, covering compensation, support, resettlement and construction of frontage and side roads within Dong Nai City; and Component Project 2-2, covering construction of the expressway section from Chau Duc Bridge to Thu Bien Bridge, including Thu Bien Bridge.

Component Project 1-2 involves not only land acquisition, compensation, site clearance and resettlement, but also the construction of nearly 62 kilometers of frontage and side roads along the route. The project is funded by public investment and was launched by Dong Nai City in late June 2026.

Component Project 2-2 covers the construction of more than 46 kilometers of expressway, from Km18+480 in Xuan Duong Commune, Dong Nai City, to Km64+630 in Thuong Tan Commune, Ho Chi Minh City, including Thu Bien Bridge, under a public-private partnership (PPP) format.

According to Nguyen Linh, Deputy Director of the city's Traffic Construction Investment Project Management Board, relevant agencies are accelerating the investor selection process for Component Project 2-2, with the goal of launching construction in September 2026.
