Dong Nai City is among the localities with the highest public investment disbursement rates nationwide. However, fully disbursing the 2026 capital plan will require greater focus and determination from project owners and local authorities.

In 2026, Dong Nai City aims to basically complete the disbursement of its entire public investment capital plan by the end of November.
Disbursement above the national average
As of early August 2026, data from the Ministry of Finance showed that public investment disbursement nationwide had reached more than 44% of the plan assigned by the Prime Minister. Eight ministries and central agencies and 22 localities, including Dong Nai City, had disbursement rates at or above the national average.
According to the municipal Department of Finance, the total public investment capital plan assigned to Dong Nai City by the Prime Minister exceeds VND27 trillion. As of August 12, the city had disbursed nearly VND14.7 trillion, equivalent to 54% of the plan assigned by the Prime Minister. After the mandatory 5% saving transferred to the Central budget was taken into account, the city's disbursement rate stood at more than 56% of the adjusted capital plan.
In 2026, nearly VND6.4 trillion has been allocated to commune-level People's Committees in Dong Nai City, including more than VND6.1 trillion in decentralized capital and VND250 billion allocated for socialization.
Notably, among the 45 project owners directly assigned targets and plans by the municipal People's Committee, six have already fully disbursed their 2026 capital allocations. Meanwhile, 27 project owners have disbursement rates ranging from 50% to more than 95%.
Among the capital allocated to commune-level People's Committees, 43 communes and wards currently have disbursement rates above the city's average.
Assessing the 2026 public investment disbursement results as of mid-August, Ho Van Ha, Member of the municipal Party Committee, Vice Chairman of the municipal People's Committee, said the city's disbursement rate being higher than the national average was an encouraging result. However, it remained below the expectations of municipal leaders. Project owners and local authorities therefore need to maintain maximum focus on disbursement, he said. In particular, difficulties and bottlenecks arising during project implementation must be addressed promptly to accelerate disbursement. For public investment disbursement, actual implementation results are the most important criterion.
Alert issued for localities with low public investment disbursement
Against the overall backdrop of public investment disbursement in 2026, the disbursement rate for capital allocated to commune-level People's Committees remained below expectations as of mid-August.

According to the Department of Finance, 52 communes and wards had disbursement rates below the city's average. Of these, 18 had disbursed less than 30% of their allocated capital.
Huynh Minh Duc, Chairman of the People's Committee of Phuoc An Commune, said that during the early months of 2026, the locality encountered several difficulties with project documentation, particularly for ongoing projects carried over from previous years. As a result, its public investment disbursement rate remained low. However, all legal documentation for the projects has now been completed. Phuoc An Commune has been committed to disbursing about 70% of its capital plan by the end of this August and more than 90% by the end of November 2026.
Meanwhile, the People's Committee of An Phuoc Commune identified a shortage of personnel with expertise in construction and transport as one of its biggest obstacles to public investment disbursement. This had complicated project implementation and caused delays. The locality has now completed investment preparation for 23 projects, including 10 that have entered the construction phase. In 2026, An Phuoc is determined to complete all 10 projects currently under construction.
To meet the target of fully disbursing the 2026 public investment capital plan, Dong Nai City has set a goal of reaching 70% disbursement by the end of August. For localities with low disbursement rates, Vice Chairman Ho Van Ha requested detailed assessments of the implementation status of each project. Based on these assessments, they must develop solutions and implementation schedules to accelerate the disbursement of public investment capital.
