Removing institutional bottlenecks for Dong Nai’s breakthrough

Since November 2025, key leaders of the Party and the State have repeatedly visited and worked with the Standing Board of the Dong Nai City Party Committee on multiple occasions. This demonstrates the special attention and expectations placed on the city’s strong breakthrough development in the new era.

Officials, Party members and people from all walks of life are delighted that the city's traditions, experience, potential and advantages are being unleashed more strongly than ever before. Breakthrough achievements in socio-economic development and national defense and security have become clear quantitative indicators of the city's efforts.

Special visits

Dong Nai City has received special attention from the Central Government and the Politburo. This provides the city with an opportunity to propose appropriate mechanisms and policies to sustain Dong Nai’s development while making greater contributions to the state budget. In particular, in November 2025, Party General Secretary (now Party General Secretary and State President) To Lam visited the Long Thanh International Airport Project. During the visit, he provided strategic orientations to maximize the potential and advantages of this mega project, ensuring that investment resources would not be wasted but instead achieve the highest possible efficiency.

Not stopping there, in May 2026, Party General Secretary and State President To Lam, together with Politburo members and leaders of Party Central Committee’s commissions, ministries and central agencies, held a working session with the Standing Board of the Dong Nai City Party Committee on major development orientations for the city. The Party General Secretary and State President also attended a ceremony of historic significance for the Party organization, government and local residents. The ceremony marked the announcement of the National Assembly Resolution on the establishment of Dong Nai City and the presentation of the First-Class Labor Order.

Also demonstrating special attention to Dong Nai, in March 2026, Politburo Member and Chairman of the National Assembly Tran Thanh Man visited the locality. He attended the groundbreaking ceremony for Component Project 1 of Huong Lo 2, from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway (now Nguyen Huu Canh Road); inspected preparations for the election of deputies to the 14th National Assembly and People’s Councils at all levels for the 2026-2031 term; and held a working session with the city's key leaders. The top legislator provided important development orientations for Dong Nai.

Most recently, on June 13, Politburo Member and Prime Minister Le Minh Hung, together with Government members, held a working session with the Standing Board of the Dong Nai City Party Committee. This working visit was particularly significant as it brought together not only the Prime Minister, but also two Deputy Prime Ministers and nearly all ministers. With the highest sense of urgency, only two days after the meeting between Prime Minister Le Minh Hung and the Dong Nai City Party Committee’s Standing Board, the Prime Minister’s conclusion was officially issued, conveying his highly specific directives with clearly assigned responsibilities, tasks and deadlines.

Politburo Member and Prime Minister LE MINH HUNG emphasized at the working session with the Standing Board of the Dong Nai City Party Committee on June 13:

“If Dong Nai is committed to achieving and setting higher targets, delivering stronger results in economic growth, public investment, state budget revenue and investment efficiency, the Government will prioritize allocating greater resources to Dong Nai as early as 2027 and in the following period”

According to Vu Hong Van, Member of the Party Central Committee, Secretary of the City Party Committee and Head of the city's National Assembly Delegation, the visits by the Party’s and the State's key leaders to Dong Nai reflect the special affection they have for the city’s Party organization, government and residents. These visits not only provide the city with long-term strategic development orientations toward a 100-year vision, but also enable the Standing Board of the City Party Committee to absorb modern governance methods, enhance awareness, renew thinking and act more effectively for the overall development of Dong Nai City and make contributions commensurate with the nation's new era of development.

Dong Nai is committed to achieving and exceeding many important targets

These include achieving a 100% public investment disbursement rate, attaining GRDP growth of 10% in 2026 and progressing toward 12% for the entire term. In 2026, Dong Nai strives to collect VND150 trillion in state budget revenue.

Dong Nai pins high hopes on new mechanisms

At the working session between Prime Minister Le Minh Hung and the Standing Board of the City Party Committee on June 13, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Van Ut stated that Dong Nai does not seek development only for itself but aspires to become a new national growth pole. Dong Nai is realizing its vision of becoming a high-tech industrial center, an international logistics hub, a modern airport city and a gateway connecting Vietnam with the world. To unlock development resources, Dong Nai City proposed that the Government remove obstacles and create favorable conditions for a series of important issues.

One of these proposals is that the Government, the Prime Minister and ministries and sectors support the city in completing the necessary procedures for issuing a Resolution on the construction and development of Dong Nai City through 2035, with a vision to 2065. At the same time, the city proposed that the Politburo and the National Assembly promulgate a National Assembly Resolution on special mechanisms and policies for the development of Dong Nai City. These resolutions are regarded as particularly important driving forces enabling the city to develop rapidly and sustainably while making even greater contributions to the country's development in the new era.

Dong Nai City also hopes that the Government will direct relevant ministries and agencies to support the preparation of the city's master plan in accordance with the directions of the General Secretary and State President during his working visits to the city. Specifically, the city proposed allowing the application of new mechanisms during the planning process. Government approval of this proposal would provide strong momentum for Dong Nai to complete its planning with high quality and a 100-year vision, as directed by General Secretary and State President To Lam.

Dong Nai ranks fourth nationwide in state budget revenue; however, the proportion of retained budget revenue remains low and does not meet development investment requirements. Therefore, the city proposed a mechanism allowing it to retain 80% of the shared revenue between the central and local budgets. The city also proposed retaining all revenue exceeding the projected collections from shared central-local revenue sources and from revenue sources fully allocated to the central budget but generated within its jurisdiction.

In addition, the city proposed a mechanism allowing it to retain all revenue from land-use fees and land lease payments under the city's management authority, including land auction proceeds.

Along with proposals concerning budget mechanisms, the city also requested that the Government allocate resources for launching a series of key inter-regional transport infrastructure projects. These include an urban railway connecting the Dong Nai city center with Long Thanh Airport and road bridges connecting with Ho Chi Minh City. In addition, several ring roads and expressways belonging to the North-South Expressway system passing through the city were also proposed.
