During the first half of 2026, the Department of Agriculture and Environment (DoAE) implemented a wide range of measures to boost agricultural growth, contributing to Dong Nai City's overall economic expansion. Guided by directives from the City Party Committee (CPC), the People's Council and the People's Committee, the department also achieved positive results in natural resources and environmental management, particularly in land administration. Major programs related to agriculture, farmers and rural development have been carried out effectively. Notably, the agricultural sector has accelerated the transition from traditional agricultural production to an agricultural economy model, laying a solid foundation for the development of ecological, high-tech agriculture with high value added and stronger competitiveness in international markets.
Strengthening production linkages
At an early stage, Dong Nai leveraged its industrial advantages to pioneer the development of mechanized and high-tech agriculture, transforming production toward large-scale commodity farming. During this process, building value chains linking production and consumption has become a prerequisite for bringing agricultural products to global markets.
As one of Vietnam's leading livestock centers, Dong Nai has long promoted large-scale, modern livestock farming. Today, industrial and farm-based production accounts for more than 80 percent of the city's total pig and poultry population. Specifically, the city currently has more than 1,000 pig farms with a combined herd of over 3.9 million animals, along with 433 poultry farms raising more than 26.6 million birds.
According to Nguyen Truong Giang, Director of the Dong Nai Sub-Department of Livestock Production and Fisheries, the livestock sector has also effectively implemented livestock activity declarations through the National Livestock Database System. The city has prioritized planning and developing concentrated high-tech livestock production zones, creating a foundation for stronger links with slaughtering facilities, deep-processing industries and logistics services. At the same time, livestock producers have expanded the application of scientific and technological advances to improve productivity and increase added value.
Meanwhile, Dong Nai has established 490 agricultural linkage chains in the crop production sector, including 42 chains developed under the city's support policies. The city has also been granted 209 planting area codes covering a total area of 14,500 hectares.
Efforts to develop production organizations and establish concentrated farming areas through cooperative development have also received significant attention. To date, Dong Nai is home to 398 agricultural cooperatives, accounting for 60.34 percent of all cooperatives operating across the city. In addition, nearly 1,100 cooperative groups are operating stably, helping farmers exchange experiences and support one another in agricultural production.

Agricultural cooperatives have been particularly effective in remote and ethnic minority areas, where they have helped establish sustainable value chains and generated new livelihoods for local communities. Thi Khui, Director of the Bu Lach Grassland Organic Agriculture Cooperative in Tho Son commune, said the cooperative has taken the lead in adopting clean and organic farming practices, helping raise product value and improve market competitiveness, but has also developed cashew raw-material zones supplying processing and export enterprises serving demanding international markets. In addition, the cooperative has established an organic vegetable production chain under cashew tree canopies, creating considerable economic benefits for local farmers.
Administrative reform to meet new requirements
Administrative reform and efforts to improve governance efficiency have remained a long-standing priority of the agricultural sector. Following the administrative merger, reform efforts have been intensified, with particular emphasis placed on the responsibilities of agency leaders and public officials in carrying out assigned tasks, thereby contributing to improvements in the provincial competitiveness index.
As a result, during the first six months of 2026 alone, the Department of Agriculture and Environment processed 364 administrative procedures, including 293 at the city level and 71 at the commune level.
By early June 2026, the city's administrative procedure processing system had received more than 266,000 land-related applications, bringing the total number of applications requiring processing to more than 305,400. Of these, more than 277,600 applications had been processed, with 99.86 percent completed on or ahead of schedule.
At the City Public Administration Service Center and local commune- and ward-level service centers, the department assigned 187 personnel to receive applications and return results for procedures related to agriculture and the environment. Moreover, necessary equipment, machinery and specialized software have been fully provided to ensure smooth and efficient service delivery for residents and businesses.
Nguyen Van Thang, Deputy Director of the DoAE, said additional personnel had been assigned to locations handling large volumes of applications in order to assist residents and businesses and reduce waiting times. Furthermore, the department has seconded 24 public employees to support local authorities and agencies in carrying out agriculture- and environment-related tasks, including the implementation of key projects across the city. Regarding the simplification of administrative procedures, the total processing time for administrative procedures has been reduced by 38.9 percent. Meanwhile, the department has stepped up communication efforts promoting electronic administrative procedures, online public services, digital payments and the digitization of records and administrative results, thereby encouraging greater participation by residents and businesses in online public services.
To expand market access for local farm products, the DoAE organized a series of trade promotion activities during the first half of 2026.
Among the highlights were the 2026 Conference on Trade Promotion, Agricultural Product Connectivity and Consumption; the 2026 Ceremony for Banana Export and Agricultural Export Promotion in Dong Nai City; and the 2026 Dong Nai Golden Cashew Festival. Additionally, agricultural cooperatives and enterprises from Dong Nai received support to participate in numerous domestic and international trade promotion events and exhibitions, helping local producers expand export opportunities, connect with potential partners and enhance the competitiveness of Dong Nai's agricultural products in both domestic and international markets.
