Gov’t directs localities to prepare clean land funds for rental housing development

The Government (Gov’t) has instructed authorities nationwide to proactively clear land and prepare clean land funds for the development of rental housing projects.

Specifically, on June 21, Standing Deputy Prime Minister Pham Gia Tuc signed Decision No. 1115/QD-TTg promulgating the Plan to implement Notice No. 64-TB/VPTW, dated May 22, 2026, of the Office of the Party Central Committee (PCC) on the conclusion of Party General Secretary and State President To Lam at the meeting with a number of agencies on the implementation of Directive No. 34-CT/TW of the PCC’s Secretariat on social housing and the orientation for housing development in the coming time.

The plan aims to effectively implement housing development policies and orientations while raising awareness and responsibility among government agencies, businesses, and society in meeting citizens’ housing needs.

Under the plan, a guiding principle is ensuring every citizen’s right to legal housing. Access to safe and affordable housing is regarded as an important indicator of social progress. The State will play a facilitating role by improving legal frameworks, policies, and planning mechanisms to support a transparent and healthy housing market.

The plan emphasizes a significant shift in housing development thinking. Alongside housing for sale, authorities will prioritize the development of rental housing, particularly the model of rental apartments in major urban areas, industrial parks, economic zones, and key growth regions. Rental housing is a strategic, long-term segment, serving workers, laborers, students, cadres, civil servants, public employees, and armed forces.

To achieve this goal, ministries, sectors, and localities will focus on implementing nine groups of key tasks and solutions. Among them, researching and perfecting policies on land, credit, taxes, and financial mechanisms to rapidly develop the rental housing market at reasonable prices, encouraging the private sector to participate in investment.

In addition, localities will review land funds, complete planning, and ensure housing development is linked to essential technical infrastructure, social services, healthcare, education, and culture. The plan requires proactive land clearance and preparation of cleared land funds for rental housing development in urban areas, economic zones, industrial parks, high-tech parks, and areas with rapid urbanization.

Furthermore, simplifying investment procedures, operating housing and real estate market databases, along with strict control over policy beneficiaries, preventing speculation and profiteering from housing, are also identified as important tasks in the coming time.

In Dong Nai, the city has approved the adjusted Housing Development Program for the 2021-2030 period and approved the Housing Plan for the 2026-2030 period; in which social housing land funds with a total area of nearly 1,500 hectares have been planned and allocated for sale, lease-purchase, and lease.

Recently, the city was the first locality in the country to start construction of a rental social housing project with a scale of 10,000 apartments in Long Binh Ward. In addition, the city has directed departments, sectors, and localities to continue reviewing planning, preparing land funds, and implementing rental social housing projects in areas with many industrial parks and other economic development drivers. The goal is to contribute to creating conditions for workers, laborers, cadres, civil servants, public employees, and those with housing needs to access suitable housing at affordable prices; ensuring social welfare, stabilizing human resources, and enhancing the city's competitiveness in attracting investment.
