Non-cash payments enhance tax management efficiency

The Dong Nai Tax Department is actively promoting and encouraging enterprises, household businesses, and individual businesses (together referred to as household businesses) to adopt non-cash payment methods while selling goods and providing services. Simultaneously, they ensure that electronic invoices are fully implemented and issued in accordance with regulations to enhance tax management efficiency.

For taxpayers, non-cash payments help maintain transparent cash-flow records and reduce the risks associated with cash use. They also facilitate bookkeeping, accounting, and the declaration and payment of taxes in accordance with legal requirements.

Reshaping payment habits and mindsets

Non-cash payment refers to the use of electronic payment methods such as bank transfers, QR code scanning, bank cards, and e-wallets in transactions. These methods not only enable fast and convenient transactions but also contribute to greater transparency in business activities. Non-cash payments are becoming a widespread trend in the digital economy, delivering practical benefits and gradually reshaping the payment habits and mindsets of citizens, businesses, and household businesses in their transactions.

Nguyen Cong Nhien, owner of a household business in Binh Phuoc ward, said, “Currently, public demand for non-cash payment methods is growing. Among young people and those working in offices and organizations, most payments are made through bank transfers. To meet consumer demand, and with support from banks and tax authorities in opening payment accounts and registering payment information with the tax authority, my grocery store has been using non-cash payment methods for a long time.”

At the seminar titled “Smart Payments in the Digital Era” held during the Digital Finance Day 2026 in Ho Chi Minh City, Deputy Prime Minister Nguyen Van Thang said, “Non-cash payments have become a key driver of the digital economy, connecting banking, commerce, healthcare, education, transportation, tourism, public services, and other digital platforms.”

Sharing the benefits of adopting this payment method, Nguyen Cong Nhien added that initially, some steps in registering a payment account with the tax authority had not yet been completed. He received detailed guidance and explanations from tax officials directly at his store. The adoption of non-cash payments helps his store manage cash flow more effectively and provides greater convenience for consumers who prefer bank transfers for their daily transactions.

At present, most household businesses and even small-scale vendors are changing their habits from accepting only cash to accepting bank transfers. The wider adoption of non-cash payment methods makes transactions more convenient and secure for consumers. Many people no longer need to carry cash or worry about risks such as theft, loss, or receiving incorrect change. In addition, electronic payments can be completed within seconds. Non-cash payments also help consumers manage their spending by allowing them to access transaction records in banking apps anytime, anywhere.

Encouraging public participation

According to economic experts, non-cash payments are becoming the lifeblood of the digital economy, with millions of people adopting them through banking apps, e-wallets, and QR code scans. These transactions make spending more transparent and convenient.

In terms of state management, non-cash payments are a solution for improving tax management efficiency, helping to limit revenue concealment, cash transactions, and the use of personal accounts in business activities to evade tax obligations. Expanding electronic payment methods contributes to building a transparent, equitable, and healthy business environment.

Therefore, changing payment habits from cash to electronic methods not only brings practical benefits to individuals and organizations but also makes an important contribution to the national digital transformation process, improving tax management efficiency and ensuring revenue for the state budget.

Discussing the policy of promoting non-cash payment methods to improve tax management efficiency, Nguyen Toan Thang, Head of the Dong Nai Tax Department, said, “Promoting electronic payments effectively supports the use of electronic invoices in the sale of goods and provision of services. When payment and invoice issuance are synchronized on an electronic platform, transactions become transparent and clear, making it easier for both sellers and buyers to manage documents and access information.”

To strictly implement the directives of the Ministry of Finance and the General Department of Taxation, the Dong Nai Tax Department has requested all divisions and local tax offices to urgently implement coordinated tax management measures and promote non-cash payments across all economic sectors and industries. Particular attention is being given to tax management in the trading and processing of gold, silver, and gemstones.

Nguyen Toan Thang emphasized, “To improve compliance awareness among businesses, household businesses in particular, and taxpayers in general, the tax sector regularly conducts outreach activities and issues timely warnings about tax violations and tax-related crimes and the legal consequences of improper non-cash payments used to obtain illicit profits, misappropriate tax funds, or evade taxes. The tax sector will publicly disclose violators' information to provide timely warnings and deter future violations related to non-cash payments.”
