In recent years, the People's Committee of Dong Nai City has signed cooperation agreements with some of Vietnam's leading telecommunications and technology corporations, including Viettel, MobiFone, and VNPT, to accelerate digital transformation across the locality.

These cooperation agreements contribute to the deployment of digital transformation platforms and solutions serving the two-tier local government model while building smart commune and ward models based on comprehensive digital transformation. As a result, they enhance the effectiveness and efficiency of the state administrative system and improve service quality for residents and businesses throughout Dong Nai.
Partnering with the city to develop digital infrastructure
At the end of December 2025, the People's Committee of Dong Nai Province (now Dong Nai City) and the Military Industry and Telecoms Group (Viettel) signed a cooperation agreement on digital transformation for the 2026-2030 period. The agreement focuses on key areas including the building of digital government and the operation of the two-tier local government system, digital data as a core resource, and the development of digital economy, digital society, specialized sectors, and digital data.
In early June 2026, the People's Committee of Dong Nai City and MobiFone Corporation (MobiFone) signed a cooperation agreement on digital transformation for the 2026-2030 period. Under the agreement, both parties will focus on cooperation in consulting and implementing digital government and digital infrastructure, while carrying out initiatives related to digital economy, digital society, and specialized sectors integrated with artificial intelligence (AI) applications.
At the signing ceremony, Major General Truong Son Lam, Chairman of MobiFone Telecommunications Corporation, stated that MobiFone is committed to accompanying Dong Nai City in accelerating digital transformation. At the same time, MobiFone is prepared to share its resources, experience, and advanced technology platforms, while coordinating the implementation of practical solutions and roadmaps to help Dong Nai City build a modern, transparent, and efficient governance environment.
Most recently, in mid-June 2026, the People's Committee of Dong Nai City and VNPT signed a cooperation agreement on science and technology development, innovation, and digital transformation for the 2026-2030 period. The agreement focuses on jointly developing long-term strategies, projects, and planning for digital transformation and smart cities; developing infrastructure and foundational platforms to support science and technology, innovation, and digital transformation; while promoting cooperation in the development of digital government, the digital economy, and the digital society.
Ngo Dien Hy, Deputy General Director of VNPT, emphasized that the Group is committed to accompanying the city in building digital infrastructure, promoting science and technology, fostering innovation, and successfully implementing key digital transformation platform projects specifically tailored to Dong Nai City's socio-economic characteristics.
Accordingly, VNPT will promptly coordinate with the locality to develop, refine, and enrich operational scenarios for the City-level Intelligent Operations Center (IOC) by creating and facilitating "data flows" across multiple sectors and fields. Priority will be given to indicators supporting double-digit economic growth management, dashboards for monitoring public investment disbursement progress, among others. At the same time, the IOC model will be expanded to all 95 communes and wards, forming a centralized and unified command system from the city level to the grassroots, thereby enabling leaders at all levels to monitor operations and make timely, effective decisions.
Thanks to its strengthened cooperation with major technology corporations and enterprises, Dong Nai has achieved significant progress in digital transformation. In 2025, Dong Nai ranked 12th nationwide in the Provincial Innovation Index (PII). Digital infrastructure has continued to be upgraded comprehensively, with expanded 5G network coverage. The locality has also recorded notable achievements in building digital government, digital society, and the digital economy, while developing digital data resources and effectively operating the IOC.
Addressing science and technology challenges
Alongside developing digital infrastructure and the pillars of digital government, the digital economy, and the digital society, the city has prioritized expanding cooperation with major technology and telecommunications corporations. This is regarded as a key solution for implementing Resolution No. 57-NQ/TW, while creating breakthroughs in science and technology, innovation, and digital transformation across the city.
At the signing ceremony with the People's Committee of Dong Nai Province (now Dong Nai City) in December 2025, Major General Do Minh Phuong, Deputy General Director of Viettel Group, stated that in addition to solutions for infrastructure development and the establishment of data analysis and connectivity platforms, Viettel will strengthen cooperation with Dong Nai to accelerate the development of digital government, digital economy, digital society, ensuring cybersecurity, information security, and advancing smart logistics.
Le Truong Son, Member of the Standing Board of the City Party Committee and Vice Chairman of the Dong Nai City People's Committee, requested that the city's departments, agencies, and professional units proactively and seriously implement the tasks outlined in the cooperation agreements. Priority should be given to coordinating with technology corporations and enterprises to deploy practical solutions that improve the efficiency of local governance and administration, promote socio-economic development, and increase the contribution of the digital economy to Dong Nai City's economy.
Speaking at the signing ceremony with MobiFone Telecommunications Corporation in June 2026, Nguyen Van Ut, Deputy Secretary of the City Party Committee and Chairman of the Dong Nai City People's Committee, assigned the Department of Science and Technology to serve as the focal agency responsible for monitoring, coordinating, and developing detailed plans and solutions to effectively implement the signed agreements in a practical manner that meets the city's development needs. Relevant agencies are required to accelerate comprehensive and synchronized digital transformation solutions while promoting the three pillars of digital government, digital economy, and digital society, as Dong Nai has become Vietnam's seventh city.
