The Dong Nai City People’s Committee has issued a plan to implement the breakthrough mission set out in the Resolution of the First Congress of the Dong Nai City Party Committee for the 2025–2030 term, focusing on mobilizing, allocating, and efficiently utilizing all available resources to develop transport, urban, technological, digital, and technical infrastructure.
Under the plan, Dong Nai aims to achieve a major breakthrough in the mobilization, allocation, and efficient use of resources from the State, businesses, and society to build a synchronized and modern infrastructure system. Regional transport connectivity, urban transportation networks, digital and technological infrastructure, and essential technical infrastructure have been identified as priority areas and key drivers of future growth.
Accordingly, the city will prioritize investment in strategic transport projects with strong spillover effects, while addressing bottlenecks in urban transportation, logistics, digital transformation, and the investment environment. These efforts are expected to open up new development space for the urban, industrial, and service sectors, enhance competitiveness, and foster rapid yet sustainable growth. At the same time, investment will also be directed toward urban infrastructure, healthcare and education facilities, clean water systems, social housing projects, and other facilities to strengthen environmental protection.
Total capital demand for infrastructure development during the 2026–2030 period is estimated at more than VND340 trillion. Of the total, public investment capital is expected to exceed VND100 trillion, with more than VND25 trillion coming from central budget support. The remainder will be mobilized through public-private partnership (PPP) projects and other non-State resources.
To achieve these objectives, the City People's Committee has instructed departments, agencies, and local authorities to step up administrative reforms, shorten project preparation timelines, and accelerate the adoption of digital technologies in governance and public administration. Particular attention will be given to resolving difficulties related to compensation, site clearance, and resettlement, while maximizing the mobilization of non-budget resources. Through these measures, Dong Nai aims to secure a breakthrough in infrastructure development and reinforce its role as a major industrial, service, and logistics hub of the country.
