Authorities and relevant agencies in Dong Nai City are intensifying efforts to expedite site clearance work for the Dau Giay–Tan Phu Expressway project in order to ensure construction progress and timely completion.

The Dau Giay–Tan Phu Expressway is the first section of the Dau Giay–Lien Khuong Expressway. The 63-kilometer route lies entirely within Dong Nai. Construction on Phase 1 of the project was launched in August 2025 . However, nearly a year after that, progress has fallen behind schedule, largely due to delays in site clearance.
More than 81% of project land handed over
To implement the project, Dong Nai must recover more than 390 hectares of land across eight communes and wards.
In mid-June 2026, the Ministry of Construction issued an official dispatch requesting Dong Nai authorities to remove bottlenecks and accelerate compensation, support and resettlement activities. The ministry emphasized that the project is one of the nation’s key transportation projects under the supervision of the State Steering Committee and plays an important role in achieving the country’s target of completing 5,000 kilometers of expressways by 2030. Although land clearance markers were handed over to local authorities in March 2025, actual site handover has lagged behind requirements.
According to the project enterprise, after 15 months of implementation, only 23 kilometers of the route, equivalent to 92.6 hectares out of more than 390 hectares required for land acquisition, had been handed over, representing approximately 38.2% of the project length.
However, in the report on the progress of compensation, support, resettlement, and land handover for the project sent to the Ministry of Construction on June 22, the People's Committee of Dong Nai city stated that based on the report of the City Land Fund Development Center on June 17, to date, the People's Committees of communes and wards where the project land is located have completed the tasks of issuing land acquisition notices, conducting land inventory, and verifying land use origins.
Authorities have also approved compensation, support and resettlement plans covering more than 368 hectares, accounting for over 94% of the project’s total land area. “According to handover records between compensation and site clearance agencies, local authorities and the project investor, more than 317 hectares have been handed over, equivalent to over 81% of the project’s total land area,” the report from the People's Committee of Dong Nai city noted.
Given the significant discrepancy in the amount of land handed over, Dong Nai City People's Committee has requested the Ministry of Construction to review and direct relevant agencies and units to reassess this matter.
The Dau Giay–Tan Phu Expressway is being developed under a public-private partnership (PPP) model and Build-Operate-Transfer (BOT) contract, by the Truong Hai - Son Hai Traffic Infrastructure Development Joint Venture (including Dai Quang Minh Real Estate Investment Corporation and Son Hai Group Limited Company), with a total investment of nearly VND8.5 trillion.
Full site clearance set to be completed and handed over before June 30
The Dau Giay–Tan Phu Expressway section passing through Phu Lam Commune stretches more than 10.6 kilometers. In recent days, local task forces have conducted numerous outreach activities to build consensus among residents and accelerate site clearance.
Pham Thanh Hai, Chairman of the Phu Lam Commune People’s Committee, said the commune has handed over nearly 34 hectares out of more than 54 hectares of land for the Dau Giay–Tan Phu Expressway section passing through the commune, achieving over 62% of its target. According to the plan, an additional 2.4 hectares will be handed over on June 26. “Phu Lam Commune aims to complete approval of all compensation and support plans and hand over the remaining sitebefore June 30,” Hai said.
Similar efforts are underway in Dinh Quan Commune, where local leaders have organized working groups to directly meet with affected households and encourage their cooperation.
The Dau Giay–Tan Phu Expressway section crossing Dinh Quan Commune spans approximately 18.7 kilometers, with a land acquisition area of more than 119 hectares for project implementation. Most affected households have recognized the importance of the project and voluntarily handed over their land. However, 19 households have yet to receive compensation payments and continue to petition for higher compensation related to housing, structures, crops and agricultural production.
Following the approach of “visiting every alley, knocking on every door and meeting every resident,” local authorities, together with mass organizations, have formed multiple teams to meet directly with affected families, listen to their concerns and explain government policies on compensation, support and resettlement. The effort aims to build public consensus and speed up site handover.
According to Phan Thanh Nhan, Vice Chairman of the Dinh Quan Commune People’s Committee, authorities will continue outreach and persuasion efforts to complete site handover by the end of June 2026.
In its report on compensation, support, resettlement, and site handover for the project submitted to the Ministry of Construction, the Dong Nai City People’s Committee reaffirmed its commitment to directing relevant departments, agencies and localities to work closely with the Northern Road Project Management Board and the project investor to complete compensation and site clearance procedures and hand over the entire project site by June 30, 2026.
