Taking people’s satisfaction as a benchmark for development

During the scorching days of May, the Public Administrative Service Center of Dong Phu Ward remains busy with residents coming and going to complete administrative procedures. In a spacious and orderly environment, officials and civil servants actively guide people in taking queue numbers, declaring documents and searching for information. Although many people come to process paperwork, the scenes of crowding, complaints and impatience that once existed have disappeared. Instead, there is a fast-paced and organized working atmosphere accompanied by friendly smiles at the reception counters.

While waiting for the results of land-related administrative procedures, Nguyen Viet Tien, 62, a resident of Dong Phu Ward, happily shared after signing for his documents: “I have handled paperwork in many localities, but few places have made me feel as satisfied as Dong Phu.

“I would not say the process is lightning fast, but the working style is very methodical and professional. Officials provide clear guidance, explain exactly what documents are missing and do not make residents travel back and forth many times. Most importantly, appointments are honored on schedule, so people do not have to wait unnecessarily,” he said.

What satisfies many residents is not only the quick administrative processing but also the friendly and dedicated attitude of officials. For elderly people unfamiliar with online procedures, staff members patiently guide them step by step. These changes are gradually shaping the image of a people-oriented, responsible and approachable administration.

Beyond administrative reform, Dong Phu is also steadily creating a favorable environment for businesses to confidently invest and expand production and business activities. Along the roads connecting industrial parks, the the working atmosphere remains bustling every day. Factories that have operated in the locality for decades are also renewing themselves to adapt to the pace of modern urban development. Dong Phu Technical Rubber Joint Stock Company is one such enterprise. Having accompanied the locality through difficult years, the company not only provides stable jobs for hundreds of workers but has also contributed to the locality’s economic growth.

According to Huynh Thi Ngoc Yen, Head of the Administration and Organization Division of Dong Phu Technical Rubber Joint Stock Company, the enterprise has consistently received support and cooperation from local authorities in recent years. Administrative procedures, investment conditions and the prompt resolution of business difficulties have all received timely attention from the local government.

In the first quarter of 2026, Dong Phu Ward achieved a 100% on-time or early settlement rate for administrative procedures. All eligible applications were processed online, while online payment rate also reached 100%.

Building a modern administration and a civilized urban area

After nearly one year of implementing the policy on reorganizing administrative units, Dong Phu Ward is gradually affirming its image as a dynamic, modern and friendly young urban area. Formed through the merger of Tan Phu Township, Tan Tien Commune and Tan Lap Commune, Dong Phu Ward has not only expanded its development space but also created favorable conditions for building a streamlined and efficient urban administration that better serves residents.

Located adjacent to Ho Chi Minh City and possessing the potential to develop within a “development triangle” linking Dong Phu, Chon Thanh and Binh Phuoc – Dong Xoai, the locality is considered to have ample room for industrial, commercial-service and modern urban development. This serves as an important foundation for attracting investment, creating jobs and improving people’s living standards.

According to Ho Hung Phi, Deputy Secretary of the Ward Party Committee, Chairman of the People’s Committee of Dong Phu Ward, despite difficulties following the merger, the socio-economic situation has remained stable under the decisive leadership and administration of the Ward Party Committee and People's Committee. In 2025, all 16 assigned targets were fulfilled or exceeded across the ward. Culture, education and social welfare received attention, residents’ living standards continued to improve, while national defense and security remained firmly maintained.

Notably, industrial and handicraft production has continued to serve as a key driver of local economic growth. After the merger, the ward has two industrial parks — Bac Dong Phu and Nam Dong Phu — along with four industrial clusters operating stably, creating jobs for local workers and attracting thousands of laborers from other areas. At the same time, construction order management and urban beautification have been strengthened, the investment climate has continued to improve and many infrastructure projects have been developed in a modern and synchronized manner to meet urban development requirements in the new period.

In addition to economic development, Dong Phu also places emphasis on building a professional and modern administration centered on serving residents.

Ngo Sy Quyen, Deputy Director in charge of the Public Administrative Service Center of Dong Phu Ward, said that all administrative procedures under the ward People’s Committee’s authority are handled through the “one-stop-shop” and “interconnected one-stop-shop” mechanisms and synchronized with the National Public Service Portal. At the same time, the public disclosure of administrative procedures, settlement processes and channels for receiving feedback and recommendations is regularly maintained, helping residents access services more easily while reducing travel time and administrative costs. The digitization of records and development of electronic databases are also being accelerated, contributing to more effective management and moving toward the construction of a digital government and smart urban area.

According to Ho Hung Phi, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dong Phu Ward, in the coming period, the locality will focus on investing in technical and social infrastructure, promoting digital transformation, developing trade and services, improving human resource quality and protecting the living environment. At the same time, the ward will continue to accelerate administrative reform, simplify procedures and expand information technology applications to better serve residents and businesses, thereby contributing to building Dong Phu Ward into a civilized, modern and livable urban area.
