Dong Nai City approves over-46 km main route project for HCM City’s Ring Road 4

Dong Nai City Party Committee Member and Vice Chairman of the municipal People’s Committee Ho Van Ha has signed a decision approving Component Project 2-2 on the construction of the expressway section from Chau Duc Bridge to Thu Bien Bridge, including Thu Bien Bridge, under the Ho Chi Minh (HCM) City's Ring Road 4 project. The project will be implemented under the public-private partnership (PPP) model.

Accordingly, Component Project 2-2 of the HCM City's Ring Road 4 project is a nationally important project. The section passing through Dong Nai City is more than 46 km long. The project starts at Km 18+480 in Xuan Duong commune, Dong Nai City, connecting with the endpoint of Component Project 2-1, and ends at Km 64+630 in Thuong Tan commune, HCM City, including Thu Bien Bridge, where it links with the HCM City's Ring Road 4 section extending from Thu Bien Bridge to the Saigon River.

The project includes the construction of an eight-lane main route with a design speed of 100 km/h. It also covers the construction of interchanges and bridges along the route, and supporting infrastructure such as drainage systems, traffic signs, lighting systems, intelligent transport systems (ITS), vehicle weight control systems, and toll stations.

The project has a total investment of more than 16.2 trillion VND, of which the Dong Nai City budget will contribute over 4 trillion VND, accounting for 25% of the total investment, while investors will provide more than 12.2 trillion VND, equivalent to 75%. Construction is scheduled to take place from 2026 to 2029.

The HCM City's Ring Road 4 section passing through Dong Nai City runs across nine communes and wards. The project requires more than 443 ha of land and water surface area. Previously, in March 2026, the Dong Nai City People’s Committee approved Component Project 1-2, covering compensation, support, resettlement, and the construction of frontage roads within Dong Nai City under the HCM City's Ring Road 4 project.

HCM City's Ring Road 4 is the road project with the largest investment scale in the Southeast region. The route passes through three localities, including Dong Nai City, Ho Chi Minh City, and Tay Ninh province. The route serves as a strategic transport corridor linking the Southeast region with the Southwest and the Central Highlands. It will facilitate the transport of goods between industrial parks, urban areas, seaports and airports, and vice versa.

At the same time, the project plays a role in connecting urban areas and industrial parks across the region, strengthening regional connectivity, and promoting socio-economic development in the Southern key economic zone. It is also expected to help reduce traffic pressure in urban central areas, create new development space to maximize land resources' potential, and leverage areas with favorable conditions for urban development, thereby helping redistribute the population from inner-city areas.
