Dong Nai to step up the growth rate of the economy in the context of international integration

Though being very busy at the end of the year, Chairman of the Provincial People’s Committee Vo Van Mot made time for an interview with Dong Nai Newspaper’s reporter about Dong Nai’s achievements in socio-economic development in 2006 and tasks and solutions for 2007.

Though being very busy at the end of the year, Chairman of the Provincial People’s Committee Vo Van Mot made time for an interview with Dong Nai Newspaper’s reporter about Dong Nai’s achievements in socio-economic development in 2006 and tasks and solutions for 2007.

Reporter: During the year 2006, many major events have happened in Vietnam while the country has faced difficulties caused by natural disasters. Could you please highlight what, in your view, were the most significant achievements made by the province during the past year?

Mr. Vo van Mot: Dong Nai achieved a GDP growth rate of about 14.3 per cent in 2006. The industry-construction sector saw a 16.8 per cent increase, the service sector, 13.9 per cent, agriculture, forestry and fishery, 5.2 per cent. During the year,  the provincial economic structure has undergone a positive shift: industry-construction accounts for 57.4 per cent of the economic structure, service 28.9 per cent, agriculture, forestry and fishery 13.7 per cent. In 2006, income per capita per year in Dong Nai reached US$ 857. All the targets set for 2006 for the province have been achieved or surpassed. The agencies and administrations at various levels and the population in the province have made active efforts over the past year to boost the economic development. Besides, the province has implemented the measures to minimize the losses caused by the natural calamities.

Reporter: A lot has been done in Dong Nai province many years ago for the implementation of the international economic integration process. However, the province has not coped well with new challenges posed by WTO accession. What do you think about this matter?

Mr. Vo Van Mot: In fact, the implementation of the international economic integration process in the province over the past years has revealed many shortcomings. The renovation and equitization of state-owned enterprises in the province was at a slow pace which limited the ability to mobilize extra capital for production. The private sector saw a rapid increase in both their numbers and capacity but the sector has not reached the desired level. Free capital of the people has great potential which has not been fully exploited in the province. Human resource quality is still low. The service sector is still weak and its development is not matched with the growth in economic activity. The province has no industrial products which appear to be efficient enough to be competitive in the world market. The agricultural products which are of great economic value have not yet been identified. Speaking in general, Dong Nai must work harder to restructure the economy in order to improve its competitiveness in the world market. We recognize that the WTO accession brings both opportunities and challenges to Dong Nai.

Reporter: Many experts predicted that a new wave of FDI will flow into the country in the coming time after Vietnam’s entry into WTO. Based on this information, what advantages are there in the province?

Mr. Vo Van Mot: We believe we are an increasingly attractive destination for investors. Many infrastructural projects such as airport, ports, highways and railways etc. in Dong Nai are launched. About US$ 212 million has been invested so far in developing infrastructure of industrial parks (IPs) in the province. There are 22 IPs with combined area of 6,151ha in the province. Of the total area, 57.42 per cent has been leased. Besides, the Government has given the green light for Dong Nai province to develop more industrial parks such as Tan Phu IP with total area of 60 hectares, Long Khanh IP, 300 hectares, Ong Keo IP, 300 hectares, Giang Dien IP, 500 hectares …. Furthermore, Dong Nai’s geographical location and an environment conducive to business makes it an attractive destination for investors.

Reporter: What fields will the province call for investment in the coming time?

Mr. Vo Van Mot:  Dong Nai will encourage and create favorable conditions for investors to develop their production, business and investment activities. Dong Nai welcomes investment in all sectors of the economy. Both foreign and domestic investors are allowed to invest in all fields regulated by Vietnam law. Projects falling into the list of projects where investment is especially encouraged include infrastructure, tourism, entertainment, transport, finance and banking, health care …. In addition, investment projects in mountainous, deep-lying and remote areas shall enjoy special incentives.

Reporter: According to the Chairman, what does Dong Nai have to do to maintain its position in the southern key economic area? 

Mr. Vo Van Mot: Dong Nai will make efforts to maintain a sustained high economic growth rate and enhance its competitiveness in the market in 2007. Accordingly, the province’s industry sector will strive to gain a high growth, reduce production cost, renovate technology to improve production quality. These aim to increase its competitiveness capacity in the international economic integration process.  Applying new technique and technologies in order to develop agriculture, forestry and fishery through the promotion of sustainable cultivation systems. Besides, the province needs to boost the agricultural industrialization and modernization, develop the rural economy, improve the farm competitive ability, and raise the farmers income. The plan also points out priority works and projects that will be carried out in 2007 to ensure the strong development in the fields of trade, service, tourism, informatics technology, telecoms, insurance and health care. Dong Nai will concentrate resources to develop socio-economic infrastructure such as roads, electricity, water supply, and telecommunication. Moreover, it is going to try to attract domestic and foreign investment to further develop the economy of the province.

Concurrently, the province has to develop a reasonable public welfare and social security system towards poor people, remote areas and policy families; providing more jobs and opportunities for the poor, improving human resource quality, warding off social evils, reducing hunger and poverty and minimizing environmental pollution. Strong measures should be taken to effectively manage the use of natural resources while applying suitable methods to protect and ensure sustainable development of these resources. Moreover, drastic and comprehensive measures must be strengthened to prevent traffic accidents and jams.

Reporter: Could you tell me what Dong Nai will do to achieve the set targets for 2007?

Mr. Vo Van Mot: I think that it is essential to implement comprehensive measures to achieve a sustained high economic growth rate in 2007. In addition, according to me, other matters of priority include land management, public availability of reports on land value, information on land planning and planning quality. Dong Nai will try to boost an economic growth rate, enhance the competitive capacity in the international economic integration process in order to deserve its position in the southern key economic area.
