Xuan Loc district has total area of approximately 73,000 hectares. Of the total area of Xuan Loc, agricultural land makes up about 70% of its geographic surface. The district has identified agriculture as a major engine for growth and has laid down measures to improve efficiency and quality in agricultural production in order to meet market demand. The other focus has concentrated on applying advanced scientific technology in agriculture. In addition, the local government has given high priority to develop cooperatives and farms. Thus, these comprehensive efforts have been successful in building up of a strong foundation for sustainable development and long-term economic growth in the district.

Although facing many difficulties and challenges, Xuan Loc recorded average annual GDP growth of 15 per cent in 2005 compared with the previous figure of 8 per cent thanks to its efforts to develop new economic models that increased job opportunities and benefited the districts economy. The great changes have positive impact on living standard of people in the district and help increase economic activity. Lives of thousands of poor households in the district have been considerably improved. The district reached an annual per capita income of over VND 7,000 million, nearly 5 times higher than in 1991.

On the other hand, there have been increased application of science and technology to agriculture and greater dissemination among farmers of the latest agricultural know-how. These have made many farmers become rich. These farmers contributed to the development of the economy of the district.

Moreover, the district has also enhanced the quality of the life and overall capability of the poor population, stepped up infrastructure building in poor villages including Xuan Bac, Xuan Tho and Suoi Cao… and upgraded roads in these areas, and gradually bring the poor areas out of an economically, socially and culturally backward situation. Xuan Loc district’s poor villages now have a fresh water supply and electricity.

The district will strive to reach an annual growth rate of 16-17 per cent in the coming five years and post an average annual per capita GDP growth of VND 14.4 million in 2010. Therefore, the district will accelerate the speed of shifting agricultural production and rural economic structure in the orientation of quality and effective agricultural production aiming to achieve the above target. Besides, the district will attach special importance to developing farm economy, boosting agricultural growth, combining agricultural production with the processing industry and the export market, applying advanced scientific technology in agriculture. Xuan Loc will also focus on developing industrial parks and offering preferential policies to lure investment. Furthermore, the district plans to train officials to meet the needs of the day.
