Strict and transparent performance of official duties is being promoted alongside the expansion of digital services, enabling citizens to proactively monitor and claim their social insurance benefits.
Upholding responsibility in the performance of official duties
On September 24, 2026, the Director of DNSS issued Official Dispatch No. 1438/BHXH-TCHC on strengthening administrative discipline and order and enhancing responsibility in the performance of official duties when handling administrative procedures.
Under the dispatch, specialized divisions and grassroots social security offices are required to strictly comply with regulations on administrative discipline and order, public service ethics, and codes of conduct, while linking the responsibilities of officials and employees to administrative reform, digital transformation, and improvements in service quality for citizens, organizations, and enterprises.
Units must regularly review compliance with administrative discipline and order, particularly in divisions responsible for handling administrative procedures. They must promptly detect, rectify, and strictly address, or propose appropriate measures to address, acts of irresponsibility, evasion of duties, shifting responsibility, causing inconvenience or harassment, and delaying or prolonging application processing beyond prescribed deadlines. The dispatch emphasizes strict adherence to established procedures and deadlines, ensuring transparency and openness in the receipt and processing of applications and the delivery of results. Social security agencies are prohibited from requiring citizens, organizations, or enterprises to submit additional documents beyond those prescribed by regulations.
Providing comprehensive guidance and processing applications within prescribed deadlines will help citizens reduce travel and avoid repeated document submissions, particularly when completing procedures related to sickness, maternity, retirement, and other social insurance benefits.
In addition to emphasizing the responsibilities of individual public employees and workers, the dispatch highlights the role of unit heads. Inspections focus on the receipt and processing of applications and the delivery of administrative procedure results, as well as employees' attitudes, sense of responsibility, and communication etiquette when serving citizens, organizations, and enterprises. Violations must be addressed, or appropriate action recommended, in accordance with regulations.
Heads of specialized departments and directors of grassroots social security offices are responsible for disseminating the dispatch, conducting inspections, and urging implementation. They will be held accountable for violations occurring within their respective areas of responsibility. Organization and administration departments are tasked with monitoring implementation, consolidating issues, and advising on corrective measures and disciplinary actions in accordance with regulations.
Facilitating public access to services
Alongside efforts to strengthen administrative discipline and order, DNSS is promoting the application of information technology and digital transformation to facilitate public access to social security policies.
To date, DNSS has authenticated more than 3.71 million citizen records in its database against the National Population Database, achieving a completion rate of 99.79%. This result provides a solid foundation for cross-checking and verifying participant information, facilitating administrative procedure processing, and improving management efficiency.
In addition to data integration, the VssID – Digital Social Insurance application provides participants with another channel to monitor their participation history and claim benefits. By the end of August 2026, DNSS had provided guidance to more than 1.6 million social insurance and health insurance participants on registering for and installing the VssID application.
Administrative procedures are also increasingly being conducted electronically. In August 2026 alone, DNSS received and processed nearly 2,500 transactions involving voluntary social insurance registration and contributions, along with more than 12,500 applications related to health insurance card contributions, issuance, and renewal through the National Public Service Portal and the Vietnam Social Security Public Service Portal. During the same period, more than 6,000 applications for sickness and maternity benefits, as well as convalescence and health recovery benefits were received and processed through interagency online public services.
The expansion of electronic transactions provides citizens, workers, and employers with more options for completing administrative procedures. Regarding social security benefit payments, 89.6% of pensioners and social insurance allowance recipients in Dong Nai received their benefits through cashless payment methods. The rate reached 100% among recipients of lump-sum social insurance payments and unemployment benefits. Cashless payments offer greater convenience to beneficiaries, reduce travel requirements, and enable recipients to manage their funds proactively. The VNeID and VssID applications also allow citizens to access information, complete certain administrative procedures, and monitor their social security entitlements.
From connecting population databases and looking up medical examination and treatment information to conducting online transactions and making cashless payments, digital transformation is expanding access to social insurance and health insurance policies in Dong Nai. However, the effectiveness of these services is reflected not only in the number of information lookups or electronic applications submitted but also in the time citizens save when completing administrative procedures, their ability to proactively monitor their entitlements, and the timely assistance they receive when difficulties arise.
