At the working session, the supervisory delegation acknowledged that the commune-level People's Committees had proactively implemented socioeconomic development tasks, managed and administered their 2026 budgets, and prepared budget estimates for 2027. However, progress in collecting revenue and executing expenditure under certain budget items, as well as disbursing public investment capital, remained slow. Several expenditure tasks had not been carried out in a timely manner, while the feasibility of meeting revenue and expenditure estimates had not been adequately substantiated.

Regarding the 2027 budget estimates, he requested that the communes review their actual needs and implementation capacity, prioritize funding for urgent tasks, ensure the effective use of budget resources, and avoid allocating funds to projects that would be slow to implement or unable to fully use their allocations.
