On October 7, Le Truong Son, Member of the Dong Nai City Party Committee’s Standing Committee and Vice Chairman of the City People's Committee, chaired a meeting with relevant departments, agencies, and units to review progress in implementing the Quarter/Hamlet Management (DC4.0) platform and the Dong Nai Digital Citizen (Dong Nai City) application.

According to the Department of Science and Technology (DoST), initial records have been created on the DC4.0 platform for 595 quarters and hamlets across 95 communes and wards, with data on more than 245,000 households digitized and updated on the platform. To date, nearly 9,800 households have logged in and have been actively using the platform; 37 of the 95 communes and wards have generated data.

For the Dong Nai City application, the DoST has so far worked with MobiFone Corporation to roll out the application across all 95 communes and wards, with more than 56,400 residents recorded as having installed it. The application now has 10 fully developed functions, including user accounts and digital identification, reporting local issues, citizen notifications, local news and information, online public services, and additional integrated utilities.

Regarding the DC4.0 platform, Vice Chairman of the City People's Committee Le Truong Son asked the DoST to work closely with communes and wards to provide guidance to quarters and hamlets to ensure consistent operation of the platform, support rapid data entry, prevent data fragmentation, and ensure compliance with relevant requirements. Communes and wards must review and standardize data and assess their capacity to use technology and manage the platform. The DoST should proactively explore and organize training courses to equip quarter and hamlet heads and grassroots management boards with the skills needed to use DC4.0 proficiently. At the same time, the DoST should strengthen communication efforts and guide citizens to log in and use the platform's practical functions.
As for the Dong Nai City application, the leader of the City People's Committee requested that the DoST establish a team to directly manage and operate the application and coordinate with relevant units to build an operational plan with a specific roadmap, especially for tasks and solutions to be implemented between now and the end of 2026, as well as throughout 2027. In particular, it is necessary to provide direction and set specific monthly goals to ensure timely updates, adjustments, and additions to the application's functions and utilities, thereby continuously improving the quality of services provided to citizens and businesses. In addition, the DoST needs to work with relevant departments, agencies, and units to review content, improve the efficiency of data connectivity, and provide socio-economic information about Dong Nai while ensuring compliance with relevant requirements and regulations for the application.
