Dong Nai steps up public investment disbursement

Dong Nai is targeting full disbursement of its public investment capital plan in 2026. Despite its encouraging disbursement results, the city continues to identify public investment disbursement as a key priority.

Public investment disbursement is considered an important driver for unlocking development resources, leading social investment and promoting economic growth.

Dong Nai among localities with high disbursement rates nationwide

According to the Ministry of Finance’s latest report on the allocation and disbursement of public investment capital from the state budget in 2026, as of September 24, the nation’s public investment disbursement rate stood at 55.5% of the plan assigned by the Prime Minister. At that time, eight ministries and central agencies and 20 localities had disbursement rates at or above the national average, including Dong Nai. The city was also among the localities with large disbursement values, exceeding VND15 trillion.

In 2026, the public investment capital plan assigned by the Prime Minister to Dong Nai exceeds VND27 trillion. After 5% of the assigned plan was transferred to the Central Government to supplement investment capital for the Lao Cai–Hanoi–Hai Phong railway project as prescribed, the city allocated more than VND25.9 trillion to projects.

According to the Department of Finance, by the end of September 2026, Dong Nai had disbursed more than VND18.6 trillion, equivalent to nearly 69% of the capital plan assigned by the Prime Minister and nearly 72% of the plan allocated by the city.

Unlike previous years, public investment disbursement in the city made an early breakthrough in 2026. Dong Nai has maintained a high disbursement rate and has consistently ranked among the localities nationwide with the highest public investment disbursement rates for months.

Entering the final stretch

The Road 25C construction project section from National Highway 51 to Huong Lo 19 is one of Dong Nai’s key infrastructure projects aimed at establishing a transport connection to support the operation of Long Thanh International Airport. As the airport prepares to begin commercial operations, the city has called for the project to be accelerated.

Nguyen Linh, Deputy Director of the City’s Traffic Infrastructure Construction Investment Project Management Board, said construction has reached approximately 80%. The project is expected to be completed and put into operation in November 2026.

Accelerating project implementation, particularly for key infrastructure projects, is crucial to public investment disbursement. Completing projects early and putting them into operation not only help improve investment efficiency but also contribute to faster public investment disbursement.

Regarding the progress of key projects, Deputy Secretary of the City Party Committee Vo Tan Duc has requested that public investment disbursement be accelerated in line with the actual progress of each project. He has also asked the City People’s Committee to direct a review of the disbursement capacity of each project and promptly reallocate capital from delayed projects with limited disbursement capacity to projects that are progressing well and have capital needs in accordance with regulations. Project investors must take responsibility for disbursement progress. There must be no situation in which funds are available but cannot be disbursed because of delays in procedures, acceptance and payment, or inadequate coordination among agencies.

In 2026, the City Land Fund Development Center is among the project investors assigned a large capital plan, totaling more than VND4.4 trillion.

According to Nguyen Cao Tai, Director of the City Land Fund Development Center, the capital has been allocated for the implementation of 10 projects. By mid-September 2026, the center had disbursed more than VND3.5 trillion, equivalent to over 80% of its 2026 capital plan.

Dong Nai’s public investment disbursement is currently largely on schedule. However, with little time remaining in 2026, achieving the goal of fully disbursing the capital plan will still require major efforts from agencies, localities and project investors.

By the end of September 2026, Dong Nai had disbursed more than VND18.6 trillion in public investment capital. During the remaining months of 2026, the city must continue disbursing the remaining more than VND7 trillion to achieve its target of fully disbursing the planned capital.
