Implementing Resolution No. 05-NQ/TU on the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai," localities across the city have focused not only on addressing infrastructure bottlenecks but also on promoting the spirit of “the Party's will aligning with the people's aspirations."

Numerous practical projects, ranging from rural street lighting systems and roads lined with national flags to social welfare initiatives and transport infrastructure improvements, have been completed or are taking shape, providing vivid demonstrations of the strength of national unity.

When the Party's will aligns with the people's aspirations

A guiding principle throughout the special 500-day-and-night emulation campaign is that every initiative and model must deliver substantive results that are "measurable, controllable and evaluable," with a clear focus on improving people's lives.

In Loc Tan Commune, this shared determination is reflected in a series of projects implemented with strong community participation. Through social mobilization and contributions from local residents, rural street lighting systems and roads lined with national flags have been developed across the commune. In Thien Phat Hamlet, residents contributed more than VND28 million, and the street-lighting system linking Residential Group 5 and Bu Nui A was completed and officially accepted. They also completed a 3-kilometer flag-lined route with 100 sturdy, uniformly designed flagpoles. In Thanh Tay Hamlet, a 4-kilometer road section was equipped with 200 streetlight bulbs worth VND117 million and eight security camera clusters, helping maintain local security and public order.

Hoang Manh Thuong, Secretary of the Loc Tan Commune Party Committee and Chairman of the Commune People's Council, said that in implementing Resolution No. 05-NQ/TU, the Commune Party Committee had determined that all registered projects and tasks must directly address residents' immediate and practical needs. Openness and transparency, he stressed, are the most important driving forces behind successful implementation.

"When residents see that their financial contributions are strictly managed and that completed projects provide greater safety and convenience for their children when traveling at night, they are more than willing to contribute. As a result, projects worth hundreds of millions of VND, ranging from street lighting systems and security cameras to “Great Solidarity” houses, have been implemented quickly and effectively," emphasized Thuong.

Beyond infrastructure development, social welfare activities have also recorded significant progress. The Fund for the Poor of Loc Tan Commune mobilized resources to build two “Great Solidarity” houses valued at VND160 million, which were handed over to households facing housing difficulties. Tran Thi Hoa, a resident of Loc Thien Hamlet in Loc Tan Commune and a representative of one of the beneficiary families, said happily, "I am very happy that the commune has just broken ground on a “Great Solidarity” house for my family. Once completed, the house will provide us with a solid and stable place to live."

Unlocking resources and achieving breakthroughs at the grassroots level

The synchronous breakthroughs are also evident in Song Ray Commune. Bui Trung Dong, Vice Chairman of the Song Ray Commune People's Committee, said that despite facing numerous difficulties following administrative consolidation, the commune has made significant progress by implementing the special 500-day-and-night emulation campaign in conjunction with the new-style rural development program. Particularly notable are projects carried out through the "power of the people's aspirations."

While showing us around meaningful projects in the locality, Tran Ma Luong, Head of Hamlet 2 in Song Ray Commune, highlighted the Route 10D road project, which stretches nearly 2 kilometers through Hamlet 2, as a typical example of the "power of the people's aspirations" and the enduring lessons on mass mobilization taught by President Ho Chi Minh during his lifetime.

"Thanks to transparency and open dialogue, all 54 households living along the road reached a strong consensus. Some donated dozens of square meters of land, while others contributed working days to build the road. When people unite in both determination and action, no difficulty is insurmountable. As a result, Route 10D has been transformed from a muddy path into a clean, spacious road," said Luong.

The family of Nguyen Thi Hoi, a resident of Hamlet 2 in Song Ray Commune, said, "From major issues to minor tasks, local authorities openly discuss everything with residents. When residents understand and have confidence in local authorities, they willingly join hands to pave roads, build community centers and maintain environmental sanitation, knowing that those living along the roads are the primary beneficiaries..."

While Song Ray Commune has encouraged public participation through small-scale but practical self-managed projects, Dai Phuoc Commune has linked the spirit of the 500-day-and-night campaign with a strategy to unlock resources for interconnected infrastructure and promote extensive digital transformation. The commune regards public consensus on land clearance, transport infrastructure improvements and the application of digital technologies as key factors in accelerating development breakthroughs.

Alongside efforts to accelerate major transport infrastructure projects, Dai Phuoc Commune has placed particular emphasis on the Digital Literacy for All Movement, extending its implementation to individual households. Through online feedback channels, the local administration can receive and promptly respond to residents' opinions and aspirations around the clock.

Reflecting on the implementation of the peak emulation campaign, local Party committees, authorities, the Vietnam Fatherland Front and mass organizations affirmed that Resolution No. 05/NQ-TU has delivered practical results through the implementation of tasks in accordance with the "Six Clears" principle: clear personnel, clear tasks, clear timelines, clear responsibilities, clear procedures and clear results. Strict adherence to the action motto "Unity - Discipline - Efficiency - Breakthrough" has helped secure broad public support and produce tangible results, even in grassroots areas facing the greatest difficulties.

Highlighting the locality's determination, Nguyen The Phong,  Member of the City Party Committee, Secretary of the Party Committee and Chairman of the People's Council of Dai Phuoc Commune, emphasized, "The 500-day-and-night emulation campaign provides an opportunity for the entire political system and all residents to work together to mobilize every available resource for development. Throughout this process, people remain at the center of development. When the government serves the people with dedication and thoroughly addresses their concerns from the outset, every guideline can be translated into tangible results. Our greatest 'project' is not simply newly-widened roads or the achievement of set targets, but the firm trust of the people."
