Under the Prime Minister's Decision No. 1468/QD-TTg, dated July 31, 2026, Vietnam aims to achieve 100% health insurance coverage by 2030.

To achieve this target, Dong Nai is stepping up efforts to expand health insurance coverage, safeguard beneficiaries' rights, and facilitate access to social security services for residents, including migrants.

Translating health insurance coverage targets into action

Under Decision No. 1468/QD-TTg, the nationwide health insurance coverage rate is targeted to reach 95.98% in 2026, gradually increasing to 100% by 2030. To implement this target, the Ministry of Finance issued Decision No. 2623/QD-BTC on September 21, 2026, outlining specific tasks and solutions to expand health insurance participation.

For Dong Nai, health insurance coverage is set at 96% of the population in 2026, 97% in 2027, 98% in 2028, 99% in 2029, and 100% by 2030. To meet these targets, the city must implement comprehensive measures, ranging from identifying people who have yet to enroll in health insurance to implementing premium subsidy policies and protecting the legitimate rights of health insurance cardholders.

Dong Nai Social Security and its 14 grassroots social security offices are responsible for coordinating with local administrations and relevant sectors to implement measures tailored to conditions in each locality. Their tasks include accurately identifying people who have not enrolled in health insurance, determining the reasons for nonparticipation, and identifying those eligible for assistance under existing policies.

According to Dong Nai Social Security, expanding health insurance coverage remains challenging among informal workers, people with unstable incomes, those who have recently ceased to qualify for state budget support, people who frequently change their place of residence, and those with limited awareness of the benefits of health insurance. Rapid urbanization and high population growth driven by migration also require timely updates of population data, improvements in communication methods, targeted assistance, and the effective application of digital technologies.

A representative of Dong Nai Social Security said the sector would continue advising Party committees and local authorities on measures to implement the Prime Minister's decision while strengthening coordination with departments, sectors, and localities to expand health insurance coverage among specific population groups. At the same time, the sector would further improve communication activities, make effective use of the national population database, expand online public services, and simplify administrative procedures to facilitate enrollment and help residents join and maintain continuous participation in health insurance.

Expanding access to social security services

Alongside efforts to increase health insurance participation, the Dong Nai City People's Committee has issued a plan to implement the United Nations’ Global Compact for Safe, Orderly and Regular Migration (GCM), aiming to ensure safe migration management, protect migrants' rights, and facilitate their access to essential services.

For people intending to go abroad, the plan requires the provision of clear information on labor markets, visa regulations, residence policies, and migrants' rights. Citizens must also be adequately informed about insurance regulations, employment entitlements, tax obligations, and legal penalties for violations in host countries.

For foreign nationals living and working in Dong Nai, the city aims to facilitate equal access to healthcare, education, insurance and social security services for foreign experts, employees and their children.

The plan also aims to help returning guest workers access labor market information, employment counseling, job placement services and support for social reintegration. Local authorities are responsible for linking migration-related issues with local job creation, sustainable livelihood development and poverty reduction.

In implementing social security policies, targeted communication activities and guidance on social insurance and health insurance must help employees and businesses correctly understand the regulations applicable to each beneficiary group. Employees should receive clear explanations of the participation categories applicable to them, the benefits they are entitled to receive, and where to seek assistance if problems arise. This remains a key requirement in public communication and support for insurance participants.

The goal of achieving universal health insurance coverage and the implementation of the GCM differ in scope. While health insurance policies focus on expanding participation, meeting coverage targets, and ensuring insurance benefits, the migration plan places emphasis on safe migration management, providing information, and facilitating migrants' access to essential services.

Coordinated implementation of the respective tasks and stronger cooperation among relevant agencies and local authorities will help ensure social security. Providing accurate information, giving clear guidance on administrative procedures, and protecting people’s rights in accordance with regulations are essential to helping residents proactively access social security policies.
